(Haiphong.gov.vn) – On the morning of November 11, Comrade Nguyen Van Tung, Chairman of the City People's Committee chaired the progress inspection of the Rao Bridge Construction Investment Project; Dong Khe 2 road construction investment project, phase I. Accompanied by Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee; leaders of departments, branches, localities and related units.

The Cau Rao construction investment project goes through the districts of Ngo Quyen, Hai An, Duong Kinh, Le Chan with a total land area of about 20.7 hectares, involving 12 organizations and 381 households. To date, Duong Kinh and Le Chan districts have completed site clearance, Ngo Quyen district has 48 households, Hai An district has 4 households that have not yet handed over the site. The contractor is accelerating the progress of construction items, reaching about 70% of the work volume. For the technical infrastructure project on Lach Tray road, the construction unit is dismantling and relocating pavement structures and undergrounding the low voltage electrical system.

The investment project to build Dong Khe 2 road, phase I, section from Nguyen Binh Khiem - Van Cao intersection to Le Loi street has a total recovery area of 8.5 hectares involving 446 households and 10 organizations in Dong Khe and Dang Giang wards, Ngo Quyen district. Currently, the locality has completed site clearance for 395/446 households and 9/10 organizations. The joint venture contractor is Tien Dat Joint Stock Company and Hai Phong Youth Joint Stock Company, which is excavating road molds, spreading geotextile, covering the road base, grading crushed stone, and drainage with a total length of about 1,150m, reaching about 30% of the contract value.

After inspecting the projects on the ground, listening to reports from units and opinions of Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee, Mr. Nguyen Van Tung, Chairman of the City People's Committee, welcomed the districts: Ngo Quyen, Hai An, Le Chan, Duong Kinh for focusing on site clearance for 02 projects; The Project Management Board and contractors are highly focused on construction to ensure project progress. However, both site clearance projects are slow compared to the direction of the City People's Committee. The Dong Khe 2 road project also allows households to re-encroach, if not focused and directed, it will not ensure technical traffic clearance before January 25, 2022.
For the Cau Rao project, the Chairman of the City People's Committee requested Ngo Quyen district to clear the site for 24 households and hand over the Project Management Board before November 24, 2021; Hai An district cleared the land for the remaining 3 households and handed over the land to the Project Management Board in November 2021. Recover the entire land area of 01 household and arrange resettlement.
For the Dong Khe 2 route project, the Chairman of the City People's Committee assigned the Project Management Board to build incense trees before organizing enforcement and lobbying Mr. Phan Thanh Son to hand over the land. In case households do not agree, adjust the project to enforce the recovery of residential land in accordance with the law.
At the meeting, the Chairman of the City People's Committee criticized the Ngo Quyen District People's Committee for site clearance, allowing encroaching households to build on cleared land. Assign the People's Committee of Ngo Quyen district to consider the responsibility of the Chairman of the People's Committee of Dang Giang ward for allowing households to build houses illegally on the land of the Dong Khe 2 road project. Assign the Director of the Department of Construction to consider strictly handling the Captain of the Construction Inspection Team in Ngo Quyen district.
