– On the morning of March 7, the City People's Committee held the Groundbreaking Ceremony of the Social Housing Project at Lac Vien Warehouse 3 (No. 142 Le Lai), May Chai Ward and Cau Tre Ward, Ngo Quyen District. Comrade Tran Luu Quang, Deputy Prime Minister, Head of the Hai Phong City National Assembly Delegation attended and issued the order to start the Project.

The Social Housing Project at Lac Vien Warehouse 3 aims to ensure the goal of developing housing area in Ngo Quyen district, meeting the housing needs of people, especially people in old apartment buildings in Ngo Quyen and Hong Bang districts, ensuring the environment and landscape of existing urban residential areas; Improve land use efficiency, save urban land funds and provide centralized services to serve people's lives, contributing to ensuring social security in the city.

The project is invested by Thai - Holding Joint Stock Company, with a social housing area construction scale of about 53,913m2, including 10 15-storey apartment blocks, a total of about 4,456 apartments; Commercial housing area with an area of about 13,063m2, about 163 apartments, 07 floors high; Technical infrastructure on a land area of 16.91 hectares (including on-site resettlement area with an area of 8,100m2) with items: roads, water supply, drainage, power supply, lighting, fire protection, green flower gardens... and connection to technical infrastructure systems, social infrastructure in neighboring residential areas.

Speaking at the Groundbreaking Ceremony, Chairman of the City People's Committee Nguyen Van Tung said that the entire city currently has a total of 205 old apartments, with nearly 8,100 households living; including 178 degraded and dangerous apartment buildings that need to be rebuilt with over 7,000 households. Faced with the above situation, since 2016, the city has deployed the construction of new apartments in the form of BT construction and transfer. Up to now, 7 new apartments have been built with a total of 2,654 apartments; Currently, 25 dangerous old apartment buildings have been demolished and 1,300 households have been moved to live in new apartments, and procedures are continuing to demolish more than 90 old apartment buildings to move households to the new apartments mentioned above.
The Chairman of the City People's Committee also said that the construction and BT forms are no longer in accordance with the new regulations, so recently Hai Phong has implemented a project to build social housing combined with housing solutions for households living in old apartments. The project was approved by the City People's Council in April 2022. In particular, the city will build 5 social housing areas at the location of Lac Vien General Warehouse 3 and in Le Chan, Kien An and Do Son districts with a total of more than 8,000 apartments.

Accordingly, at old apartment locations, districts will set up projects to build public works and green parks, there will be compensation and support funds for households, and households will spend more money on their own to buy apartments in these social housing areas.
Emphasizing his speech at the Groundbreaking Ceremony, the City Chairman affirmed that this is the first social housing area of the Project to be started on the largest scale with 10 apartment buildings and public works, serving about 4,500 households.

Recognizing and praising the Investor, Departments, branches and Ngo Quyen District for their efforts in implementing construction investment procedures and site clearance, so that the Project can start construction today, the Chairman of the City People's Committee requested the Investor and Construction Contractor to concentrate highly on human and material resources, organize construction, so that some buildings can be completed and put into use by mid-2024, paying special attention to quality. construction quality and must absolutely ensure technical, aesthetic and labor safety.

The Chairman expressed his hope that businesses and households will continue to support and soon hand over the site to the Investor, striving to complete it in May 2023; Departments, branches, branches and Ngo Quyen district, create the best conditions for the Investor and Construction Contractors, ensuring security and order during the construction process; The Department of Construction and the Department of Finance continue to select investors to implement the remaining social housing projects to start construction at the end of 2023 and early 2024.
