(Haiphong.gov.vn) - On the afternoon of May 8, the City People's Committee held the Groundbreaking Ceremony of the Project to renovate and upgrade National Highway 10, the section from Da Bac bridge to Kien bridge. This is an important and practical event to celebrate the 66th Anniversary of Hai Phong's Liberation Day (May 13, 1955 - May 13, 2021) and towards the Election Day of XV National Assembly deputies and People's Council deputies at all levels, term 2021-2016. Attending the Groundbreaking Ceremony, there were comrades: Vuong Dinh Hue, Politburo member, Chairman of the National Assembly; Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade; Committees of the National Assembly; Leaders of the Ministry of Transport and People's Committee of Quang Ninh province.

Accelerate the socio-economic development process of Hai Phong in particular and the Northern Delta region in general
Is a key transportation project to promote connectivity and economic development in localities: Hai Phong - Hanoi - Quang Ninh, promoting the role of exploiting routes: Hanoi - Hai Phong expressway; Quang Ninh - Hai Phong expressway; National Highway 37; Highway 5 and the Northern Delta. The project to renovate and upgrade National Highway 10, the section from Da Bac bridge to Kien bridge, has a total investment of more than 1,220 billion VND, from the city budget.
Construction investment scale: Renovate, upgrade, expand 12.9km of road according to the scale of level III plain road, 4 lanes, roadbed width of 24.5m (section through residential area, roadbed width of 28.5m), design speed of 80km/h (not including the length from the center of Kien bridge to the end of the 780m long path and the length from the center of Da Bac bridge to the entire 420m long path). Construction of 03 new bridges with width B=12m, next to the old bridges including: Hang Luong bridge, Gia bridge and Trinh Xa bridge, made of reinforced concrete and pre-stressed reinforced concrete, design load HL93. Construction of 02 resettlement areas, including: Resettlement area in Kien Bai commune with an area of 4.22 hectares including 224 resettlement lots and Resettlement area in Luu Kiem commune with an area of 4.05 hectares including 196 resettlement lots.
Implemented through 8 communes including: Kien Bai, Thien Huong, Thuy Son, Dong Son, Kenh Giang, Luu Kiem, Luu Ky, and Gia Minh (Thuy Nguyen district), when completed, the project will strengthen capacity, gradually synchronize the traffic system in the region, contribute to reducing traffic accidents, promoting socio-economic development of Hai Phong city in particular and the Northern Delta region in general.
Quickly carry out construction work to ensure progress and quality
Speaking at the Groundbreaking Ceremony, Chairman of the City People's Committee Nguyen Van Tung emphasized that Resolution 45 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, determined: "Hai Phong is the driving force for development of the Northern region and the whole country" with "synchronous and modern transportation infrastructure conveniently connected domestically and internationally by including road, rail, sea and air".
With that orientation, the Standing Committee of the Hai Phong City Party Committee organized a meeting with the Standing Committees of the provinces: Thai Binh, Hai Duong and Quang Ninh to discuss and agree on the construction of transport infrastructure projects connecting Hai Phong city with neighboring localities.
To date, the city has invested in the construction of the following projects: Hoa River Bridge connecting Hai Phong city with Thai Binh province; Dinh bridge and Quang Thanh bridge connecting Hai Phong with Hai Duong province; Lai Xuan bridge, Ben Rung bridge connecting Hai Phong city with Quang Ninh province, and today the project to renovate and upgrade National Highway 10 is one of the projects to achieve the above goals, Chairman Nguyen Van Tung emphasized.

Chairman of the City People's Committee stated clearly that National Highway 10 is an important route for the socio-economic development of the Northern key economic region, with a total length of 228 km, running through 6 provinces and cities in the Northern coastal region, the section passing through Hai Phong city is more than 52km long. In particular, the section from Quan Toan bridge to Nghin bridge with a length of 30.6km has been upgraded by the Ministry of Transport with a scale of 4 lanes and a cross section of 20.5m. The remaining section has not been upgraded, only 2 lanes, 12m cross section, no hard median. Meanwhile, in recent years, the number of vehicles participating in traffic on Highway 10 has increased rapidly, many sections often have congestion during rush hours and pose a potential risk of traffic insecurity.
Determining the importance of early investment in construction, upgrading and expansion of National Highway 10, based on the consensus of the Ministry of Transport, Hai Phong City People's Committee reported and received approval from the Prime Minister to invest in the renovation and upgrading of the section from Da Bac bridge to Kien bridge with a total investment of more than 1,200 billion VND from the city budget. Once completed and put into use, the project will contribute to solving traffic congestion, creating conditions for socio-economic development, cultural exchange and ensuring national security and defense, promoting traffic connections between provinces and cities: Hanoi - Hai Phong and Quang Ninh.
Chairman of the City People's Committee thanked the attention and help of the Government, the Ministry of Transport, and the coordination of the City Party Committee, People's Council and People's Committee of Quang Ninh province to be able to implement the Project; At the same time, recognize and praise the Investor, Departments, branches, localities, and relevant units for their many efforts in implementing the Project.
Chairman of the City People's Committee requested Contractors to quickly carry out construction work to ensure progress; At the same time, ensuring quality, technique and art, especially ensuring absolute labor safety. Thuy Nguyen district accelerates site clearance work, ensuring objectivity, fairness, and compliance with regulations, avoiding lawsuits, and striving to hand over all construction sites to contractors as soon as possible. Departments, committees and branches regularly guide, supervise, provide the best conditions, and coordinate to quickly resolve difficulties and obstacles so that the Project can be implemented on schedule. Organizations, units and households support project implementation by promptly receiving compensation funds, support and handing over land for the Project.
