– On the afternoon of May 13, Hai Phong City People's Committee and Xuan Cau - Lach Huyen Investment Joint Stock Company solemnly held the Groundbreaking Ceremony of the Project on investment in construction and business of infrastructure of Industrial Park (IZ) and Xuan Cau Non-Tariff Area.
This is an important event to celebrate the 68th anniversary of Hai Phong's Liberation Day (May 13, 1955 - May 13, 2023) and the Red Poinciana Festival - Hai Phong 2023. Prime Minister Pham Minh Chinh attended the Project's Groundbreaking Ceremony.
Also attending were members of the Party Central Committee: Nguyen Chi Dung, Minister of Planning and Investment; Nguyen Van Thang, Minister of Transport; Nguyen Van Hung, Minister of Culture, Sports and Tourism; Nguyen Hoang Anh, Chairman of the Committee for Management of State Capital at Enterprises; Nguyen Quang Duong, Deputy Head of the Central Organizing Committee; Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; Lieutenant General Luong Tam Quang, Deputy Minister of Public Security and leaders of ministries, branches, localities, and Ambassadors of several countries in Vietnam.

The investment project for construction and business of infrastructure of Industrial Park and Xuan Cau Free Trade Zone was approved by the Prime Minister for investment policy according to Decision No. 535/QD-TTg dated April 1, 2021; Hai Phong Economic Zone Management Board issued Investment Registration Certificate on December 6, 2021; has issued a construction permit for phase 1 of the Project in Construction License No. 1789/GPXD dated April 21, 2023.
The Xuan Cau Industrial Park and Non-Tariff Area Investment Construction and Business Infrastructure Project is invested by Xuan Cau - Lach Huyen Investment Joint Stock Company; with a scale of 752 hectares, including 369 hectares of industrial production area and 173 hectares of warehouse and logistics service area; with a total investment of 11,100 billion VND. Project preparation and implementation progress from 2022 - 2033. Project location is right behind and adjacent to Lach Huyen deep-water port, which is the basis for forming an industrial park attached to a modern seaport in the country and the region. At the same time, the Project will act as a logistics area for Lach Huyen Port, which is capable of receiving container ships of up to 150,000DWT to travel long sea routes directly to Europe and America.

The formation of Xuan Cau Industrial Park and non-tariff zone along with the system of deep-water wharfs of Lach Huyen International Port will contribute to creating an increasingly perfect structure of technical infrastructure, maximizing the value chain of Lach Huyen International Port as well as the non-tariff - logistics and industrial zone in this area. The project promises to attract the world's leading units in the field of maritime transport and logistics, establishing a new goods transshipment center, with the impact of shifting the world's inherent trade flows; is the basis to strongly attract FDI investment flows into Hai Phong and Northern Vietnam, contributing to promoting the socio-economic development of the city and the whole country.

Speaking at the Groundbreaking Ceremony, Mr. Nguyen Van Tung, Chairman of the City People's Committee emphasized: This is a project adjacent to Lach Huyen international port, connecting road traffic and inland waterways to the provinces very conveniently, and is an ideal location for logistics services, so this place will become a national and international logistics center. In order to soon complete this important project, operate effectively and let Hai Phong city develop even more strongly, the Chairman of the City People's Committee proposed: The investor and construction contractors highly concentrate human and material resources, organize construction, to complete phase 1 in mid-2025; In particular, we must pay attention to the quality of the project, be technical and artistic, and especially ensure it is excellentregarding labor safety. Hai Phong Economic Zone Management Board, Departments and branches of the city and Cat Hai district coordinate closely with the investor to promptly resolve problems and difficulties during the construction process, especially ensuring security and order. It is recommended that Ambassadors of countries and large corporations in the country and around the world pay attention to introducing and investing in this Industrial Park.
The Chairman of the City People's Committee requested the Management Board of Hai Phong Economic Zone and the Department of Finance to urgently complete the documents to send to the Ministry of Planning and Investment for appraisal and submit to the Prime Minister to decide on investment policies: Trang Due 3 Industrial Park, Thuy Nguyen Industrial Park and Nam Trang Cat Industrial Park. At the same time, we proposed that the Prime Minister allow Hai Phong city to prepare a new establishment dossier - the second economic zone, in Do Son district, Kien Thuy district, Tien Lang district and Vinh Bao district, located along the Hai Phong - Ninh Binh coastal highway.

Speaking at the Groundbreaking Ceremony, Prime Minister Pham Minh Chinh stated that the Party and State always pay attention to the development of socio-economic infrastructure, which is one of three strategic breakthroughs, especially the development of road transport infrastructure, seaports, industrial parks, and non-tariff zones. Industrial infrastructure development is an important task stated in the Resolution of the 13th Party Congress and the Politburo's Resolution on Hai Phong development. The Prime Minister emphasized that Vietnam has a lot of potential and needs to continue researching mechanisms and policies to promote the construction of modern, smart non-tariff zones, in accordance with international practices, thereby attracting investment, promoting consumption and exports, especially in the context of Vietnam's major export markets shrinking.
Prime Minister Pham Minh Chinh emphasized that over the past time, Hai Phong has always been creative and innovative, overcoming many difficulties and challenges to achieve important achievements in socio-economic development and hoped that Hai Phong would develop quickly and sustainably, maintaining political stability, defense and security. The Prime Minister also appreciated Xuan Cau Industrial Park and Non-Tariff Area built according to the model of public leadership and private governance. Accordingly, the State builds mechanisms, policies, and invests in infrastructure outside the fence of industrial parks and non-tariff zones, while businesses invest in infrastructure inside industrial parks and non-tariff zones and call for other secondary investors.
