(Haiphong.gov.vn) - On the afternoon of November 18, under the chairmanship of Chairman of the City People's Committee Nguyen Van Tung, the City People's Committee leaders listened to a report on the Adjustment of the City's General Planning to 2040, with a vision to 2050. Attending the work were leaders of functional branches, units and localities.
The project to adjust the General Planning of the city to 2040, with a vision to 2050 has been appraised by the Ministry of Construction and submitted to the Prime Minister for consideration and approval. On October 22, 2021, the Government Office issued Notice No. 275 requiring the Project to clearly state the list, area, and adjustment content compared with the General Planning approved by the Prime Minister in Decision 1448 dated September 16, 2009.
The project must ensure that trees are not adjusted to perform other functions. In special cases of adjusting green trees, the land fund in the same area must be supplemented. The orientation to increase the proportion of green land in the central urban area must ensure that it meets the criteria for special urban areas. For some adjusted contents (green land, sea surface, Cat Ba, Do Son tourism...) care must be taken not to affect the criteria for special urban areas, and the legal basis must be ensured.
Director of the Department of Construction Nguyen Thanh Hung presented the plan to adjust the City's General Planning.
Accordingly, the Department of Construction reviewed to supplement the city's green park land fund, proposed to adjust and maintain the entire green park in the East Lake area with an area of 418 hectares, adding 15 hectares to Dong Hoa park. Thus, the area of green parks for public use is 4,062 hectares (an increase of about 262 hectares compared to the submitted plan), reaching 10-13 m2/person, meeting and exceeding the special urban criteria of 6-7 m2/person.
Vice Chairman of the City People's Committee Nguyen Duc Tho assessed that the adjusted project has basically met the direction of the City's General Construction Planning according to Decision No. 1448 of the Prime Minister.
The Department of Construction updated the plans approved by the Prime Minister, including: Master plan for development of Vietnam's seaport system for the period 2021-2030 approved by the Prime Minister in Decision No. 1579; The railway network planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1769; Adjust some content in district areas, including: An Duong, Hai An, Cat Hai, Duong Kinh, Do Son, Vinh Bao and Kien Thuy.
Vice Chairman of the City People's Committee Le Khac Nam spoke at the meeting.
After listening to the report of the Department of Construction, the comments at the working session were basically unanimous and assessed that the project basically met the direction of the General Planning for city construction according to Decision No. 1448 of the Prime Minister and the spirit of Resolution 45 of the Politburo.

Emphasizing that adjusting the City's General Planning is a major and important task to orient urban development and promote the city's socio-economic development in the new period, Chairman of the City People's Committee Nguyen Van Tung agreed on the adjustment contents, which noted a number of issues related to maintaining the status quo of An Duong Industrial Park, adjusting Ho Dong green park, focusing resources on implementing Nam Do Son Port, adjusting railway planning, and development orientation. Developing the southern urban area including Duong Kinh - Kien Thuy into a modern civilized green urban area...

The Chairman requested the Department of Construction to urgently carefully review and absorb comments at the working session, edit and complete the plan to adjust the City's General Planning accordingly to seek the opinion of the Standing Committee before submitting to the Ministry of Construction.
