(Haiphong.gov.vn) - On the morning of April 14, at the City Convention Center, the Standing Committee of the City Party Committee held a conference to give opinions on the Report assessing the current status and proposing the economic development model of Hai Phong city for the period up to 2030. Comrades: Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee co-chaired the Conference. Conference Scene
At the Conference, representatives of the Fulbright School of Public Policy and Management presented a report assessing the current status and proposing an economic development model for Hai Phong city in the period up to 2030. It emphasized the strengths, weaknesses, opportunities, and challenges for Hai Phong. The strengths assessed by experts for Hai Phong are: Geographical location as the gateway to the North, close to the Chinese market; Completed transportation infrastructure; Labor has relatively high qualifications and industrial style compared to neighboring localities; Traditionally a large urban area with a foundation for urban economic development; the initiative of the city government to promote the enterprising tradition and receive the support of the Central Government.

The report also points out some of the city's weaknesses such as: Shortage of skilled workforce, difficulty attracting high-quality labor; Clean land funds for industrial development are not abundant enough and recovery costs are increasingly high; Railway, aviation, and inland waterway traffic are not yet developed; The urban area is not yet developed, the social infrastructure is still very far away from the two largest centers in the country, especially the lack of large universities, the quality of the hospital system is not high; underdeveloped services, especially modern services such as finance, banking, legal services, and business support; The domestic business force is slow to develop.

From a policy perspective, experts have proposed 7 strategic factors for Hai Phong including: Exploiting the advantages of its unique location, connecting with domestic and foreign markets, training and attracting high-quality labor, completing modern infrastructure, building a friendly business environment, effective and efficient government, and becoming a modern and attractive urban area.
With the position of wanting to become the third development center of the country and the high expectations of the Central Government clearly shown in Resolution 45, Hai Phong not only develops for itself but needs to have strategic initiatives for the entire region, which can even be applied to the entire country. In addition, the implementation of meaningful policies after the Central Government grants special mechanisms is extremely important. In the current context, forming an open-connected urban center associated with the idea of a new free trade zone, exploiting value from land for infrastructure development and collaborating with localities in the region are highly feasible initiatives.

Experts expressed their opinions at the Conference
Experts believe that to be able to create and promote these 7 strategic issues, Hai Phong needs to consider selecting and implementing strategic projects or programs including: Building a 4.0 urban center associated with a cluster of headquarters services and business support. Upgrading the manufacturing and processing industry cluster. Develop logistics industry clusters to promote the advantages of the port city. Forming a tourism industry cluster. Develop social infrastructure, especially health and education. Complete modern technical infrastructure systems, especially traffic infrastructure and digital infrastructure. Building effective and efficient government with a focus on e-government and mechanisms to encourage work teams.
Along with these 7 strategic issues, Hai Phong also needs to have a reasonable local marketing strategy and method. Hai Phong needs to have initiatives that can be replicated in other localities throughout the country. In particular, building urban centers 4.0, exploiting value from land for infrastructure development, and cooperation mechanisms between localities are feasible issues.



Former city leaders expressed their opinions at the Conference
At the Conference, former city leaders and delegates highly appreciated the Report assessing the current status and proposing the economic development model of Hai Phong city for the period up to 2030 with elaborate and thorough preparation, clearly stating the position, aspirations, strengths, weaknesses, competitiveness, challenges of Hai Phong city today and raising strategic issues for Hai Phong. At the same time, he contributed many additional profound opinions to the Report and believed that, if Hai Phong can implement the strategic directions and options proposed in the Report, a Hai Phong that correctly determines its role and position will be formed, the third development center of the country will be formed and its role will be affirmed.

Speaking at the Conference, Comrade Tran Luu Quang, Secretary of the City Party Committee, highly appreciated the report assessing the current status and proposing the economic development model of Hai Phong city for the period to 2030 of the group of experts with scientific, objective, serious, responsible and high-quality research. He also acknowledged the enthusiastic and responsible contributions of former city leaders and delegates attending the Conference and asked the group of experts to fully absorb the comments, thereby seeking a high consensus, thereby determining where Hai Phong stands and what difficulties and challenges it is facing to find a suitable direction in the future.
The Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to continue researching and applying the contents of this Research Report to develop policies as well as advise the City Party Committee on issues related to the development of Hai Phong city in the coming time. He requested localities to continue to research and contribute ideas related to the city's development, especially new and creative ideas that will be recognized and applied by the city in leadership and direction.
