At the meeting, comrade Do Tuan Anh, General Director of Hai Phong Traffic Construction Investment Project Management Board, said that the project of the road connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road was approved for investment by the City People's Committee in Decision No. 2662/QD-UBND dated October 31, 2019. Hai Phong Transport Construction Investment Project Management Board is the investor. Construction investment scale: starting point of National Highway 37, Road 17A at the beginning of Lang Am bridge, connecting to the starting point of the investment project to renovate and upgrade the road connecting Lang Am bridge to Nhan Muc bridge, the end point of the intersection at Km19+070 according to the coastal road project schedule. Construction of the road according to level III plain standards, road surface11m with a route length of 9.47km. Construction of a pre-stressed reinforced concrete bridge across the Chanh Duong River, global length to the end of the abutment Lc=74.75m, bridge cross-section 12m. Construction of prestressed reinforced concrete across the Thai Binh river, bridge length to the end of the abutment Lc=987.9m, bridge cross section 12m, navigation compartment BxH=40mx7. Construction of a longitudinal ditch system for road surface drainage in sections passing through residential areas; Circular culvert system, box culvert with road-level drainage made of reinforced concrete with appropriate aperture to ensure irrigation of the area.
The total area of land recovered is 29 hectares, involving 761 households and 06 organizations.

The project goes through 05 communes, Vinh Bao district, reclaims nearly 20 hectares, involves 700 households and 05 organizations (of which: 584 residential land households, 116 agricultural land households), has inventoried 700 households. Vinh Bao district has approved 37 decisions with a total amount of 192.2 billion VND, the Project Management Board has transferred 169.2 billion VND; Approved the plan for 615 households, 540 households received money; handover of premises to 520/540 households.

For Tien Lang district, the project goes through 02 communes, reclaims about 9.1 hectares, involves 61 households and 01 organization, has inventoried 61 households and 01 organization. The district has approved the plan for 57 households, and has received money for 40/57 households; handover of premises for 07 households.

After inspecting the field and listening to opinions of departments, branches and localities, Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee, assessed that the site clearance work was still slow compared to the set schedule. Vice Chairman of the City People's Committee Nguyen Duc Tho requested Vinh Bao district to carry out site clearance work on schedule, handing over the clean site to the contractor before May 30, 2022. Focus on leading and directing environmental clearance work in Tam Cuong commune, establishing strict land records; Consider the responsibilities of local leaders. Priority is given to moving electric lines on the bridge; Accelerate the progress of resettlement areas. The Department of Natural Resources and Environment coordinates with departments, branches and localities to complete other support documents to submit to the City People's Committee. The investor coordinates withVinh Bao district strictly handles cases of violation of the Land Law. Tien Lang district completed documents submitted to the city related to moving 08 huts. Priority is given to site clearance of the bridge and end of the route; Preside over and work with the sectors to completely resolve the posting, which will be completed in May 2022. The Project Management Board directs contractors to speed up construction progress, ensure construction quality, especially embankment construction progress; closely follow 02 localities to support human resources and equipment related to site clearance. The contractor ensures technical traffic clearance of the route in September 2022 and technical traffic clearance before December 31, 2022
