(Haiphong.gov.vn) - On the afternoon of June 26, the City People's Committee organized a preliminary conference to review 5 years of implementing Decree No. 21/2019/ND-CP dated February 22, 2019 of the Government on defense areas. Chairman of the City People's Committee Nguyen Van Tung - Head of the City Defense Area Steering Committee chaired the conference.
Attending the Conference were members of the Standing Committee of the City Party Committee: Pham Van Lap, Chairman of the City People's Council; Le Ngoc Tru, Secretary of Hong Bang District Party Committee; Representatives of leaders of Army units stationed in the area; Comrades of the Steering Committee of the City Defense Area.

Implementing Decree No. 21/2019/ND-CP dated February 22, 2019 of the Government, over the past 5 years, defense and military activities in the defense area have increasingly become in order. The city successfully organized city and district defense area drills; Rehearsal to secure defense areas according to functions and tasks. Specifically, in 2021: 15/15 districts will practice Defense Zones according to the provisions of Decree No. 21 of the Government; 15/15 districts conduct flood and storm prevention drills - Search and rescue; In 2023, the city will organize a Civil Defense drill to respond to super storms and search and rescue to ensure quality and absolute safety... The Party Committee, government, army and people of the city have deployed the construction of comprehensive defense area activities, includingg central, key, close to the city's economic and social development situation; The political system is increasingly strengthened, creating a solid political and spiritual foundation for the defense sector; The city's economic and social potential has developed, creating an increasingly large physical base to ensure national defense and security tasks. The entire city opened 965 classes to foster defense and security knowledge with nearly 96,000 comrades attending.
The armed forces are paid attention to by party committees and governments at all levels to build stronger and stronger in the direction of "refined, compact, strong, regular, elite, moving towards modernity", improving overall quality, combat readiness, and meeting mission requirements in the new situation. At the same time, build the city's militia and self-defense force according to the motto "Strong and widespread", focusing on building mobile militia, maritime militia, air defense militia, and artillery in key areas. Every year, the military propaganda work is closely led and directed, ensuring 100% of targets, safety, and compliance with the law... It can be seen that the results achieved in the past 5 years have contributed to the failure of all "Peaceful Evolution" plots, riots and overthrows of hostile forces, and maintained thepolitical stability and national security in the area, creating a favorable environment for the city to innovate and develop quickly and sustainably, contributing to building Hai Phong into an impregnable fortress.

Speaking at the Conference, Chairman of the City People's Committee Nguyen Van Tung, Head of the City Defense Area Steering Committee, acknowledged and appreciated the efforts of the City Military Reserve Command, branches and localities at all levels in implementing Decree No. 21/2019/ND-CP, and affirmed that Decree 21 plays a very important role in the socio-economic development and ensuring national defense and security of the city. To continue to effectively implement Decree No. 21, in the coming time, the Chairman of the City People's Committee requested party committees, authorities at all levels and units to continue paying attention to propaganda, education and coordination between forces. In particular, it is necessary to focus on strictly handling violations against citizens who do not perform recruitment examinations or avoid military service; practiceCentrally build the headquarters of the Military Command of communes and wards.
