(Haiphong.gov.vn) – According to the new rankings announced at the Conference to announce the PAR INDEX Administrative Reform Index, the people's satisfaction index with the services of administrative agencies (SIPAS) in 2023, held on the morning of April 17, Hai Phong city ranked second in the country on this index. This is the result of the city's administrative reform and digital transformation efforts in the past year.
>Hai Phong city is also one of the provinces and cities in group A, achieving a PAR INDEX result of 90% or higher. To achieve this result, Hai Phong has been carrying out administrative procedure reform tasks associated with the implementation of Project 06 to develop application of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030; National Digital Transformation Program. The city increases information and propaganda about the meaning and results of administrative reform indicators to officials, civil servants, public employees, people and organizations to raise awareness, sense of responsibility and social consensus for administrative reform.

PAR INDEX is determined through 8 component indexes including: direction and management of administrative reform; develop and organize the implementation of legal documents; administrative procedure reform; reforming the organization of the state administrative apparatus; Build and improve the quality of cadres, civil servants and public employees; innovate financial mechanisms for administrative agencies and public service units; modernize the administration; Implement the one-stop shop mechanism and the interconnected one-stop shop mechanism.
Through the Administrative Reform Index, the Government, ministries, branches and localities can identify goals, directions, contents, tasks and solutions for state administrative reform in the next stage. Ministries, branches and localities always consider the implementation of measurement and assessment of the Administrative Reform Index as a useful tool in the direction and management of administrative reform by heads of agencies and units.
Along with that, the assessment results help clearly identify shortcomings and limitations, clearly indicate collective responsibilities and serve as an important basis for assessing the level of task completion of individuals in performing public duties and of organizations in performing assigned functions and tasks.
