Although there have been many efforts in direction and administration, in reality, in the period before 2015, Le Chan district did not have high growth, could not develop new urban areas, and the work of embellishing old urban areas was still slow and did not meet the requirements of city leaders as well as people in the district. Exploiting resources for development still has many difficulties when budget revenue results are still low, some projects in the area are slow, sometimes even completely stopped such as the Ho Sen - Cau Rao 2 Road Project lasting 26 years, leading to not being able to exploit and not attracting investment for socio-economic development. The failure to mobilize resources for development investment has many causes, but mainly from dangerThe subjective cause is not being able to promote leadership and management roles. The leadership and direction of the Party Committee and authorities at all levels are still limited, formal and general, not really thorough and decisive, so the development of the district is not commensurate with its potential and advantages.

With the close and drastic leadership and direction of the City Party Committee in the Resolutions and conclusions on socio-economic development along with the 3 breakthroughsmentioned above,Le Chan district has been making clear and positive changes in attracting investment resources for construction and development.

The total social investment capital of the district in the period 2016-2020 reached VND 40,843 billion, of which non-budget capital accounted for 89%. The entire district has attracted 30 projects to be implemented, recovering about 200 hectares of land from nearly 1,500 households, including 06 new housing and urban development projects with an area of 91.95 hectares such as Vinhome Marina, Agape urban area of Singapore, Vietnamese overseas English village, Minato apartment building of Japan...
In particular, the compensation and site clearance work is carried out with the participation of the entire political system, with high support from the people. Many key works and projects have been and are being implemented effectively, fundamentally changing the urban appearance of Le Chan district in the period 2016 - 2020 with the appearance of the international trade center Aeon Mall Hai Phong - Le Chan, Nikko 5-star hotel, the Ho Sen - Cau Rao 2 project that has not been completed for 26 years but under the drastic direction of the City Party Committee, the concentration of resources of the People's Council and People's Committee. City, the project has completed site clearance, opened to traffic in October and will be completed in December 2020 including the extension to To Hieu street.
The urban beautification work has had initial results with the good implementation of Resolution 05 of the City People's Council, thereby upgrading 800 alleys with a length of nearly 60km, including 3.8km of residential roads along the railway, helping people improve their living environment and ensure security and order in areas and hot spots.

The Le Chan district delegation reached a high consensus on the directions and goals in the Political Report presented at the Congress. We completely agree and have some additional suggestions as follows:
First, the city continues to focus investment resources on key infrastructure projects, especially urban transport infrastructure that has been identified to create strategic breakthroughs for the city in the next 5 years such as investing in the Ho Sen - Cau Rao 2 route, creating a basis to attract off-budget investment resources, especially attracting large domestic enterprises, promoting the city's potential and advantages in development. economic and social development.
Second, the city researches and applies mechanisms and policies appropriate to reality to carry out political and social tasks, especially those that have a great impact on people such as site clearance, resettlement, urban renovation and development, along with improving living conditions and raising people's living standards.
Third, the city promotes the results it has achieved such as decentralizing investment capital in the 2016-2020 period, continuing to promote further management decentralization, authorizing localities to carry out local political tasks, reforming administrative procedures to save time, increase efficiency for businesses, contributing to attracting many resources, making the city a place of convergence of resources, focusing on economic development - society in the period 2020-2025, creating further breakthroughs as stated in the Political Report.
