City Party Secretary Tran Luu Quang and city leaders and field authorities inspected all projects.
(Haiphong.gov.vn) - On the afternoon of March 15, City Party Secretary Tran Luu Quang went on a field trip along the entire route to check the progress of: Investment project to build a coastal road passing through Hai Phong city and 09km in Thai Binh province in the form of public-private partnership; Investment and construction project to expand the coastal road through Hai Phong city from Provincial Road 353 to Thai Binh bridge and Road project connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road.

According to the report of Hai Phong Construction Investment Project Management Board: Investment project to build a coastal road section through Hai Phong city and 09km in Thai Binh province in the form of public-private partnership (BOT Project) with the starting point at the intersection of Provincial Road 353, Dong Neo junction area (Km11 + 800 provincial road 353) in Do Son district. The end point of the project is located on the new National Highway 37 (under construction, Km2+384.15), connecting with the section of the coastal road project through Thai Binh province, in Thai Thuy district, Thai Binh province. Total length of the route is 29.7km, of which the section passing through Hai Phong is 20.782km; The section through Thai Binh province is 8,925km.

Up to now, the negotiation of contract appendices, adjusting the number of Investor consortium components; Extending the construction period for another 15 months from the date of signing the contract appendix and a number of other terms have been completed. It is expected that the contract appendix will be signed in March 2022, completed and put into operation from June 2023.

For the investment project to expand the coastal road through Hai Phong city from Provincial Road 353 to Thai Binh bridge (Km0 - Km19+645), there is a scale of expanding the coastal road with the base width from 12m ÷ 16m to 24.25m ÷ 26.25m on the right side of the route with a total length of 19,645m. The project also built an additional unit next to the old bridge for Lach Throat bridge, DH.212 overpass, and Kenh Nam bridge.
Regarding site clearance work, the length of the route in Hai Phong area has a total site clearance area of 102 hectares, passing through 03 districts (Do Son 2.9km, Kien Thuy 5,987km, Tien Lang 11.2km), involving 1,523 households, organizations and individuals. Currently, plans for 1,523/1,523 households have been approved, and 98.69% have paid and handed over the premises to investors. It is estimated that to date, the construction volume has reached 34.6% of the BOT contract value (of which the construction value reached 872/2,465 billion VND, equivalent to 35.4% of the construction cost).

For the project of the road connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road, the total area of recovery is 29.0 hectares, involving about 761 households, 06 organizations, the site clearance cost is 467.6 billion VND. In particular, in Vinh Bao district, the project goes through 05 communes, recovering about 19.9 hectares, 700 households, 05 organizations; Handed over for construction is 374/516 households.

In Tien Lang district, the project goes through 02 communes, recovers about 9.1 hectares, 61 households, 01 organization, has inventoried 61 households and 1 organization. Currently, the plan for 57 households has been approved, 11/57 households have received money. Tien Lang district has handed over 04 households: 03 households inside the dyke (land of the Military Command) about 300m long and 01 household outside the dyke about 80m long. The contractor begins construction from February 25, 2022 on the handed over area.

Recommendation at the inspection, Mr. Do Tuan Anh, Director of Hai Phong Construction Investment Project Management Board, said that the biggest problem currently is from some households that have not yet cleared land. The BOT project's construction is slow, affecting the construction of the extension due to the difference in elevation between the two projects. Along with that, construction work in Tien Lang district faces difficulties in transporting materials due to current road conditions that do not allow large vehicles to circulate.
Director of Project Management Board of Investment and Construction of Hai Phong works also proposed that the People's Committee of Vinh Bao district soon hand over the area of 142 households who received money; Continue to propagate and mobilize 55 households who have approved to receive money for handing over the premises; Mobilize households to clean up the posts and hand over the water surface for construction of bridge piers across the Thai Binh River; Along with that, continue to approve compensation and support plans for the remaining 129 households in the communes.
City Party Secretary Tran Luu Quang gave instructions at the meeting.
Emphasizing the direction at the inspection, City Party Secretary Tran Luu Quang affirmed that these are important arterial traffic routes related to the development of regional connectivity. During the implementation of the Project, there were changes in legal regulations that led to the Project being delayed for many years, which put even more pressure on time.
The project has the characteristic of going through 4 districts in the city, so the City Party Secretary required localities to focus heavily on site clearance compensation and resettlement arrangements for people affected by the project. The Secretary of the City Party Committee stated clearly that the heads of the Party Committee and local authorities must be responsible to the Standing Committee of the City Party Committee for implementing tasks related to projects and this content will be reviewed in the work of 2022.
According to the Secretary of the City Party Committee, over the past time, localities have still been confused, due to the lack of necessary drastic measures, so localities need to be more active in mass mobilization, closely coordinating with investors and construction units to have the most effective solutions to convince people. In addition, the City Party Secretary also required localities to take management measures after the project was formed to prevent profiteering.

Accepting the instructions of City Party Secretary Tran Luu Quang, Vice Chairman of the City People's Committee Nguyen Duc Tho requested localities to review existing problems in site clearance work, strengthen propaganda to mobilize people to agree in handing over the site for project construction; The Project Management Board assigned the Project Management Board to urge contractors to focus on human resources and equipment to speed up construction progress, and at the same time requested localities after site clearance to manage route markers and prevent re-occupation for profit. The Vice Chairman also asked the Department of Natural Resources and Environment to coordinate and support localities in site clearance work, clearly identifying land origin... ensuring projects are implemented on schedule.
