On October 11, 2016, in Hanoi, the Asian Development Bank (ADB) approved a new partnership strategy to support Vietnam implements the Development Plan5-year socio-economic development period 2016-2020 through promoting more equitable and environmentally sustainable growth.
However, Vietnam is starting to face new and more complex challenges such as: Vietnam is at high risk from climate change; The previous rapid increase in the working-age population has begun to gradually decline, while poor groups still exist, especially in remote and rural areas.
According to the ADB representative's opinion, to help the Government of Vietnam solve the difficulties and challenges it is facing, ADB will support investments to achieve three key results, including: promoting job creation and competitiveness; Strengthen infrastructure and provide more uniform services; Improve environmental sustainability and respond to climate change. At the same time, he emphasized that knowledge sharing will play an important role in the new Strategy with a focus on enhancing a favorable environment for business, promoting fiscal transparency and accountability of the public sector and supporting green urban infrastructure.
CPS emphasized that Vietnam's transition from a lower-middle-income country to a middle-income country requires improvements in public spending efficiency and more investment in the private sector. ADB will encourage both and help scale up private sector investment through public-private partnerships to improve efficiency and service delivery to citizens, while increasing access to new knowledge and technology. ADB will also support the sustainable use of natural resources as well as measures to adapt and mitigate the impacts of climate change to respond to growing risks facing Vietnam.
Regarding expected resources in the 2016-2019 period, CPS proposes to maintain ADB's loan capital at about 1 billion USD per year, technical assistance and non-refundable aid at 5-7 million USD per year. In addition, co-financing from development partners and climate funds is about 1.4 billion USD./.
