(Haiphong.gov.vn) – “Reaching out to the sea” has become an inevitable trend to ensure the survival and development needs of humanity. Entering the 21st century, most countries in the world have been building development strategies based on the potential of the sea. Aware of the strategic position of the sea and islands in the cause of national construction and development, our Party has soon had correct and consistent policies over time on this issue. That policy has been concretized in Party Congress documents, thematic Resolutions of the Party Central Committee, Politburo...
In a strategic vision, the 4th Central Resolution of the 10th Party Central Committee affirmed that the 21st century is the "century of the ocean" and identified an important goal of striving to turn our country into a strong maritime nation and get rich from the sea by 2020. Unifying ideology and awareness of the position, role and special importance of the sea, Resolution 8 of the 12th Central Committee continues to set the goal of striving to make Vietnam a strong maritime nation by 2030, basically meeting the criteria for sustainable development of the marine economy. This strategy has set very specific goals: marine economic sectors contribute about 10% of the country's GDP; The economy of 28 coastal provinces and cities is estimated to reach 65 - 70% of the country's GDP.
Located among the 28 coastal provinces and cities of the country, Hai Phong and Quang Ninh are two localities with very diverse and rich potential for marine economic development (Hai Phong has 126 km of coastline and 100,000 km2 of continental shelf, Hai Phong's sea area has an area of about 4,000 km2; Quang Ninh has more than 250 km of coastline, over 6,000 km2 of sea surface and over 1,000 km2 of island area); with a favorable geographical location, is the main door to the sea for the entire northern region; has a strategic position, playing a particularly important role in the development of the Northern Key Economic Region and the entire North, in the "Two Corridors - One Economic Belt" cooperation between Vietnam and China and integration.with the region and internationally; is an area with strategic relationships with major growth poles in East Asia and Southeast Asia.
From the potential and comparative advantages, Hai Phong and Quang Ninh were selected by the Central Executive Committee of the Communist Party of Vietnam to build development goals for the marine economy. Resolution 09-NQ/TW dated February 9, 2007 of the Party Central Committee determined “Building the Hai Phong - Quang Ninh Area into a strong economic center, with the core being seaports, industry and marine tourism as a locomotive to attract the whole region to develop”; Resolution No. 36/NQ-TW dated October 22, 2018 of the Party Central Committee continues to clearly define and raise the goal of marine economic development in the Hai Phong - Quang Ninh area. Resolution 45-NQ/TW dated January 24, 2019 of the Politburo continues to set the goal that by 2025,Hai Phong city is the key marine economy of the country, the national logistics service center; Cat Ba, Do Son along with Ha Long have become international tourism centers. The Draft Document of the 13th Party Congress once again defines the task:“Continue to build the Hai Phong and Quang Ninh area into a marine economic center, the gateway to the Northern key economic region, associated with the Lach Huyen international gateway port”, which clearly shows the consistency in our Party's direction of marine economic development as well as affirms the role and importance of Hai Phong and Quang Ninh in the country's marine economic development strategy.
Under the Party's light, in the minds of every cadre, party member and more than two million people in Hai Phong, the position and role of the sea and islands in economic development are more important than ever. The city's entire political system focuses on implementing the marine economic development strategy to turn the Party's political determination into reality. The guiding viewpoints of the Politburo and the Party Central Committee have been promptly concretized in a series of guiding and implementation documents of the Party Committee and Hai Phong city government. Action Program No. 72-CTr/TU dated March 27, 2019 of the Standing Committee of the City Party Committee on implementing Resolution No. 36/NQ-TW dated October 22, 2018 of the 12th Party Central Committee has established goalsu “maximize the potential and advantages, making Hai Phong a strong locality in the sea, rich from the sea and the key to marine economic development of the whole country, the nucleus, an important traffic hub of the country, the main gateway to the sea of northern localities and the two economic corridors of Vietnam - China". The political report submitted to the 16th City Party Congress also identified the goal:“By 2025, Hai Phong city will basically complete the cause of industrialization and modernization; become a modern industrial city; a key to developing the marine economy, a tourism center of the country....".
To achieve the above goals, it is necessary to research and closely evaluate the potentials, development advantages, and current development status of the two localities and synchronously deploy appropriate solutions to effectively implement the Marine Economic Breakthrough Development Strategy, especially focusing on 6 marine economic sectors: (1) Tourism and marine services; (2) Maritime economy; 3) Petroleum and mineral exploitation; (4) Aquaculture and exploitation of seafood; (5) Coastal industry; (6) Developing renewable energy and new marine economic sectors…. In today's discussion, based on an overview of the potential and outstanding advantages of Hai Phong, I would like to give directions and some solutions to develop marine economic sectors in the area.n Hai Phong city in the coming time, focusing on 03 key contents that the Hai Phong City Party Committee has focused on directing, achieving many results in recent years, which are (1) Building a seaport system, developing marine transportation services; (2) Investment in construction of economic zones and coastal industrial zones; (3) Developing marine tourism.
With the determination of the Party Committee, government and people of the city, in recent years, the city's socio-economy has achieved outstanding and comprehensive results in all fields. In particular, the marine economy plays a particularly important role in the city's overall economic growth.
The city's industry thrives in a modern, smart and sustainable direction, becoming the main pillar of the city's economic growth with a focus on developing mechanical engineering and high-tech industries. The proportion of processing and manufacturing industry in GRDP increased from 25.12% in 2015 to 38.99% in 2020; The proportion of value of high-tech industrial products in processing and manufacturing industries increased rapidly from 16.4% in 2015 to 45.5% in 2020. In the city, there have been 12/17 industrial parks put into operation (including 08 industrial parks located in Dinh Vu - Cat Hai Economic Zone). Dinh Vu - Cat Hai Economic Zone is a multi-industry, multi-sector marine economic center of the Northern Coastal Region.Vietnam and the whole country, is a seaport service center, with modern and synchronous technical and social infrastructure placed in the development planning of the Northern key economic region, Kunming - Hanoi - Hai Phong economic corridor and the Gulf of Tonkin economic belt. Currently, Dinh Vu - Cat Hai Economic Zone has important national projects and dynamic projects being implemented and put into operation such as: Lach Huyen International Gateway Port Project; Hanoi - Hai Phong expressway project; Tan Vu - Lach Huyen road project (including Dinh Vu - Cat Hai bridge). In particular, the Vinfast electric automobile and motorbike manufacturing complex going into production has contributed to shaping the modern Vietnamese automobile industry; along with many large-scale FDI projects under constructionExtremely deploy and put into operation...
The seaport system along with business units in the shipping sector and logistics services sector is constantly growing in both quantity and quality. Hai Phong has the second largest seaport system in the country, the largest in the North, is Vietnam's international gateway to the Pacific Rim, with a wharf length of 11.53km; with more than 40 ports and 69 wharves. In particular, Lach Huyen International Gateway Port has put into operation 2 start-up berths, the output of goods through the port has increased rapidly, an average increase of 17.53%/year; in 2020 is estimated to reach 142.84 million tons; Logistics services have high growth, averaging 23%/year. Hai Phong International Gateway Port at Lach Huyen has now been approved to invest in berths No. 3 and No. 4.
Transportation infrastructure of roads, railways, airways, and inland waterways connecting to seaports, especially connecting to Lach Huyen international gateway port, is built synchronously and modernly, clearly affirming its role as an important traffic hub and main gateway to the sea of the Northern provinces, connecting the region, with the region and the world, creating motivation for Hai Phong to enter a period of breakthrough development. lagoon, which directly serves the development of marine economic sectors. Road traffic includes 04 national highways, 02 expressways, bridges and Tan Vu road across the sea connecting Lach Huyen port. Railway traffic includes 03 specialized railway branches connecting with port areas along the Cam River. Aviation services develop nhanh, Cat Bi International Airport transports 100 passengers/peak hour, 2-4 million passengers/year. The total length of inland waterways is more than 616.78 km.
Tourism infrastructure has developed dramatically, city tourism has gradually become a key economic sector, in which, marine tourism has a lot of development potential. The city has attracted many large economic corporations such as Sungroup, Vingroup, Flamingo, Galaximco, FLC... to invest in the city's tourism infrastructure, especially investing in developing sea and island tourism and eco-tourism in the Cat Ba - Do Son area, contributing to promoting the potential and advantages of Cat Ba as a world biosphere reserve, Lan Ha Bay was voted as one of the most beautiful bays in the world; Currently preparing documents to request UNESCO to recognize Cat Ba as a World Natural Heritage. The city has formed and put into operation many 5-star hotels:Vinpearl Imperia, M' Galery, Hilton, Niko, Pullman, Flamingo Cat Ba; resort tourism projects in Cat Hai district, Hon Dau International Tourist Area, Dragon Hill International Tourist Area, FLC Cat Ba Resort. In particular, the Cat Hai - Phu Long cable car project with a length of 3,955 m was opened.
To continue to perform well the task of "Continuing to build the Hai Phong and Quang Ninh areas into a marine economic center, the gateway to the Northern key economic region associated with Hai Phong international gateway port at Lach Huyen", I would like to participate in proposing a number of tasks and solutions as follows:
First:Institutionalize the task of "Continuing to build the Hai Phong and Quang Ninh area into a marine economic center, the gateway to the Northern key economic region, associated with Lach Huyen international gateway port" with specific mechanisms and policies, creating investment resources for Hai Phong city and Quang Ninh province. Direct ministries, branches and central agencies to provide specific and detailed instructions to implement Decree No. 89/2017/ND-CP dated July 29, 2017 of the Government stipulating a number of specific financial and budgetary mechanisms and policies for Hai Phong city; At the same time, increase support from the Central budget for Hai Phong to implement Resolution No. 45-NQ/TW of the Politburo and Resolution of the 13th National Party Congress.
Second: Complete the seaport system and inter-regional connection systems. Speed up the investment progress of Lach Huyen international gateway port approved by the Ministry of Transport to have 9 berths/3,000 meters long by 2025; By 2030 and after 2030, the total number of berths will be 23 berths/7750 md; In the immediate future, accelerate investment progress in 04 wharves (No. 3, No. 4, No. 5 and No. 6). Implementing the electrification of the Hanoi - Hai Phong railway (implementing the project to build a new Lao Cai - Hanoi - Hai Phong railway). Continue to invest in the Cat Bi International Airport upgrade and construction project, Coastal Expressway Project (Ninh Binh - Hai Phong - Quang Ninh CT 09).
Early deploy and accelerate the progress of transportation infrastructure projects, especially projects of inter-regional socio-economic development, connecting with Lach Huyen international gateway port. Continue to research and invest in improving connectivity: The railway connects from Lach Huyen International Gateway Port and goes to areas such as Yen Vien - Ha Long railway to effectively exploit the Northern industrial corridor; connecting the existing Hanoi - Hai Phong railway line with the new development area in the Southeast. Invest in road traffic projects connecting with national traffic and economic corridors, especially the Northern industrial corridor (national highway 18, Noi Bai - Ha Long expressway), coastal corridorEast Sea (Ninh Binh - Hai Phong - Ha Long coastal highway), National Highway 10 corridor in the West and National Highway 37 corridor in the South. Supplement planning and investment in seaports to welcome international cruise ships and relocate the port system behind Bach Dang bridge in appropriate stages. Investing in the construction of Tan Vu - Lach Huyen 2 Bridge from socialized capital. Research to separate foreign traffic flows from the urban center area, specifically goods transport flows (container trucks).
Third: Focus on building coastal economic zones and industrial parks, with attention paid to reviewing plans and making adjustments in the direction of developing a "blue ocean economy", in accordance with the potential and advantages of Hai Phong city in developing marine economic sectors. In the immediate future, it is necessary to speed up the progress of completing planned industrial parks; Adjusting and expanding Dinh Vu - Cat Hai economic zone. Accelerate investment progress and fill existing economic zones and industrial parks; Lach Huyen international gateway port and 04 Logistics centers and bonded warehouses. Soon complete the planning of Cat Hai island area to become "Cat Hai smart island" as a tool to guide the development of marine economic spaceof the city. Planning needs to ensure consistency and connection between plans in the city and region, with implementation phasing and forecasts developed over a long period of time.
Fourth: Pay attention to building and developing marine tourism associated with environmental protection on the basis of determining to preserve Cat Ba Archipelago as a World Biosphere Reserve and World Natural Heritage. Promulgate preferential mechanisms and policies to continue attracting investment from large economic corporations to invest in marine tourism infrastructure according to international standards. Strengthen cooperation and association with neighboring provinces in building common tourism programs for the region and the entire region; Research and develop the city's specific tourism products; inter-regional tourism products.
Thursday:Develop and promulgate incentive mechanisms to attract investors to participate in marine economic development, especially mechanisms and policies to attract investment capital from economic corporations and large domestic and foreign enterprises investing in industrial parks and coastal economic zones; Prioritize attracting investment in developing green industry, ecological industry, using renewable energy, having modern, friendly and environmentally friendly technology... Have mechanisms and policies to support small and medium-sized enterprises, especially supporting supporting businesses, participating in the value chain, connecting global production and supply chains.
Friday:Located in the center of the Northern coastal region, a convenient focal point for exchanges with provinces and cities in the country, the region and the world, in recent times, Hai Phong has initiated many important contents to increase the value of regional linkages such as signing a memorandum of cooperation with provinces and cities in the Northern key economic region and the Red River Delta. In particular, the Standing Committee of the Hai Phong City Party Committee proactively coordinated with the Standing Committee of the Quang Ninh Provincial Party Committee to sign and implement the socio-economic development cooperation program, especially regional linkages to serve marine economic development. In the coming time, it is necessary to continue promoting regional linkages, especially the Cooperation Programa Hai Phong and Quang Ninh. Research to upgrade the content of cooperation in the coming time, especially in marine economic development (with a focus on planning and management of marine space). Coordinate to organize investment promotion conferences in economic zones, coastal industrial parks, tourism and marine service sectors of both localities. Coordinate the construction of bridges: Lai Xuan, Ben Rung; Deploying the investment project to renovate and upgrade National Highway 10; Hanoi - Hai Phong - Quang Ninh expressway project. Coordinate to prepare documents to request UNESCO to recognize "Ha Long Bay - Cat Ba Archipelago as a World Natural Heritage". Close cooperation in building infrastructure of Dinh Vu - Cat Hai Economic Zone (Hai Phong) and Quang Ye coastal economic zonen (Quang Ninh).
