(Haiphong.gov.vn) – Convert Thuy Nguyen district into a city directly under the city; An Duong district becomes a district administrative unit before 2025; Kien Thuy district becomes a district administrative unit before 2030, which is one of three breakthrough solutions to develop Hai Phong in the coming period, stated in the draft Resolution of the 16th City Party Congress, term 2020 – 2025.
Accordingly, the first solution is to build, develop and modernize Hai Phong urban area with the unique characteristics and identity of the seaport city. Arrange reasonable resources to continue promoting the embellishment and upgrading of central urban areas, especially urban areas along the banks of rivers flowing through the inner city such as Tam Bac River, Cam River, Ha Ly River, Lach Tray River, creating landscapes and public works for social welfare.
Hai Phong will basically complete investment in major works and projects in urban space development planning in 03 breakthrough directions (North of Cam River, Cat Hai - Cat Ba, Do Son and along Lach Tray River).
Second, focus on developing traffic infrastructure and industrial park infrastructure, drastically deploy investment procedures, especially site clearance, and prepare conditions to attract a new wave of investment moving to Vietnam, of which Hai Phong is a locality with many advantages. Priority is given to the development of processing, manufacturing, and high-tech, environmentally friendly industries so that Hai Phong becomes a major industrial center of the country.
Third, develop Hai Phong into an international tourism center, the focus is on accelerating the progress of large projects on tourism infrastructure development that have been and are being implemented in the areas of Do Son, Cat Hai - Cat Ba, and Vu Yen island.
Continue to attract large investors to deploy tourism projects, shopping centers, 5-star hotels, and high-end resorts according to approved plans.
Step by step form the city's typical tourism products associated with the sea and islands, historical and cultural relics, striving to make tourism a key economic sector by 2025 in accordance with the orientation in Resolution 08-NQ/TW, dated January 16, 2017 of the Politburo.
