On the morning of April 18, the City People's Committee worked with the Working Group of the Japan International Cooperation Agency (JICA) led by Mr. Kitamura, Deputy Chief Representative of the JICA Vietnam Office, on the Hai Phong Rainwater Drainage, Wastewater and Solids Management Project Phase I. Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh chaired the meeting. Also attending were leaders of departments, branches, localities and related units.

According to the report, package A1 Construction of wastewater sewer line leading to Vinh Niem Wastewater Treatment Plant has completed construction and handed over to specialized units for management and use; Package B Construction of Vinh Niem Wastewater Treatment Plant has completed site clearance work. The construction work of packages A2, A3, A4 encountered some difficulties due to lack of disbursed capital. The Solid Waste component is being monitored for construction according to regulations.
Based on the implementation volume of the project contractors up to now, the Project Management Board has not had capital to disburse to the contractors about 529 billion VND of ODA capital (of which the Rainwater and Wastewater Drainage Component is 375 billion VND; Solid Waste is 154 billion VND) and 144 billion VND of counterpart capital. Due to slow progress, on January 22, 2019, the Ministry of Finance of Vietnam and JICA signed a document extending the Loan Agreement until January 28, 2020.

Speaking at the meeting, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh highly appreciated JICA's coordination and cooperation, making an important contribution to the city's socio-economic development. The Standing Vice Chairman directs the Project Management Board to coordinate with departments, branches, and the City People's Committee Office to submit to the City People's Committee to resolve issues within its authority. Departments, branches and units are responsible for quickly completing documents, coordinating and proposing solutions to issues within the authority of ministries and central branches.
Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh assigned the City People's Committee Office to monitor and coordinate with the Project Management Board and relevant departments and branches to organize the review and urge the implementation of the project's bidding packages and report to the City People's Committee. At the same time, the Standing Vice Chairman suggested that in the process of monitoring the Agreement and project, when there is information, JICA side coordinates to notify the City People's Committee to promptly provide smooth and effective direction.
Mr. Kitamura, Deputy Chief Representative of JICA Vietnam Office, agreed with the opinions discussed at the meeting as well as the opinions of the Standing Vice Chairman of the City People's Committee, and affirmed that JICA is ready to work with Hai Phong city to propose solutions to problems to ministries, branches and the Central Government so that the project can be implemented according to requirements.
