The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the 6th meeting of the National Steering Committee on Mechanical Engineering. ASEAN Single Window and National Customs Single Window.
The Deputy Prime Minister agreed that the Ministry of Finance submit to the Prime Minister the establishment of the National Steering Committee on the ASEAN single window mechanism, the national single window mechanism and trade facilitation; including additional members and operational tasks.
Ministries and agencies shall soon review and decide to nominate leaders of ministries and units to participate in the Steering Committee; focal unit implementing the National Single Window to coordinate and work with the Standing Committee of the Steering Committee; send a document to the Ministry of Finance to summarize and report to the Prime Minister in the second quarter of 2016.
Pursuant to Resolution No. 30a/NQ-CP dated October 14, 2015 of the Government on e-Government, Resolution No. 19-2016/NQ-CP dated April 28, 2016 of the Government on main tasks and solutions to improve the business environment, enhance national competitiveness in 2016 - 2017, orientation to 2020 and Opinions of the Steering Committee members, the Ministry of Finance completes and submits to the Prime Minister for approval the Plan to implement the National Single Window and the ASEAN Single Window for the period 2016 - 2020, which adds the issuance of a handbook on the National Single Window and the ASEAN Single Window to widely inform and propagate to ministries, branches, businesses and associations; Funds to support the training of officials of ministries, branches and units implementing the National Single Window and ASEAN Single Window.
The Deputy Prime Minister also agreed with the Ministry of Finance's proposal to research and develop a specific mechanism in formulating and approving information technology projects implementing the National One Mechanism of Ministries, branches and units. The Ministry of Finance was assigned to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Information and Communications and relevant agencies to handle and submit to competent authorities for decision.
The ASEAN Single Window (ASW) is a major part of the plan of ASEAN countries to build the ASEAN Economic Community. ASW is the environment in which the National Single Window (NSW) of ASEAN member countries operates and connects, in which NSW allows businesses and traders to present all declaration data to relevant government agencies at once to clear goods and at the same time allows government agencies to make one-time decisions on customs clearance and clearance.
According to the World Bank's assessment, on average, for every day that goods are delayed in customs clearance, the amount of imported and exported goods will decrease by 1%. In ASEAN, on average it takes about 20 days to export and import a shipment. This increases costs for businesses and hinders economic growth.
ASW is built to ensure compatibility of NSWs with international open communications standards while ensuring the secure and reliable exchange of data by each member country with any trading partners that use these open international standards. The main goal of the ASW Initiative is to achieve consistent, simpler, faster and more transparent trade. When successfully implemented, ASW will bring many benefits to government agencies as well as the commercial community.
