On May 24, the Hai Phong Economic Zone Trade Union (EZ EZ) held a conference to negotiate the signing of a collective labor agreement (CBA) with a group of Korean businesses at Trang Due Industrial Park (An Duong district, Hai Phong city).
This is the first group collective bargaining agreement signing activity in the FDI sector nationwide implemented by the Trade Union.
Pilot signing of collective bargaining agreements by business groups
Ms. Pham Thi Hang - President of Hai Phong Economic Zone Council - said: Since 2015, HP Economic Zone Council has planned to prepare detailed steps, from contacting employees, to surveying the policies of businesses towards employees at the Korean enterprise group in Trang Due Industrial Park. Accordingly, the majority of businesses in this area have only been in operation since 2014, and have only had labor relations for about 2 years. Most of them do not have trade unions. "Therefore, in the draft collective bargaining agreement by group, the Hai Phong Economic Zone Union will represent the employees" - Ms. Hang said.

In addition, Mr. Thu also informed representatives of the Korean business group about the implementation of democratic regulations at the workplace in businesses in Hai Phong. "After nearly 3 years of implementation, most businesses have not done a good job in dialogue with employees, greatly affecting the process of building labor relations, especially in businesses with 100% foreign capital, so many collective work stoppages have occurred" - Mr. Thu said.
Therefore, according to Ms. Pham Thi Hang, negotiating and signing the CBA is very important. In particular, signing a collective bargaining agreement with a group of Korean businesses this time will link the responsibilities of the parties in implementing rights and obligations arising on the basis of law, limit competition, connect workers with businesses, prevent conflicts from arising, and serve as a legal basis for considering and resolving labor disputes.
Initial results
At this group negotiation on signing the collective bargaining agreement, there were 10 Korean businesses participating in the discussion. Among these, 7 businesses have been negotiated and worked with by the HP Economic Zone Council, specifically HI Logictics Company, Seveone Company, Comet, Dong Yang, Dong Jin, Hanmi, and HKTM. In addition, 3 businesses are also in the negotiation round: representatives of LG Group, Blucom Vina Company, and Haengsung.
Accordingly, the draft CBA of this group will have 6 chapters and 21 articles, of which 1 includes articles on policies, contracts, and social insurance; Salary, bonus and allowance policies; Working time, rest time, shift work; Welfare regimes; Trade union and employee activities.
According to Ms. Pham Thi Hang, through the survey, employees in these Korean enterprises want to have a similar basic salary, which is 3,850,000 VND/person/month; Minimum shift meal is 20,000 VND/meal, travel allowance, basic 13th month salary has been implemented. Some businesses have not yet given mid-autumn gifts, wedding gifts, funeral money, March 8, diligence, and summer holidays. As for contents such as birthdays, international children's day, seniority allowances, environment, and Tet bonuses, most businesses have not yet implemented them. Therefore, employees want the Company to implement the above regimes.
At the negotiation session, Mr. So Oc Su - Deputy General Director of HKTM Co., Ltd. said that the company agreed to give wedding gifts to employees at 500,000 VND/person. Representatives of LG Group and a number of other businesses said that on specific issues in the content of the group collective bargaining agreement, businesses have noted their opinions and will discuss with the parent company for a final opinion.
Concluding the meeting, businesses agreed to review the contents, and by May 31, they will re-unify the contents in the group CLA. The HP Economic Zone Council will work again with the employees to announce the negotiated results. If employees agree, the signing of the first collective bargaining agreement among the group of FDI enterprises will be carried out in mid-June 2015.
