On the morning of October 13, the City People's Committee heard a report on the implementation of plan No. 171/KH-UBND dated August 22, 2017 on improving the competitiveness index (PCI) in 2017-2018. According to the results of the provincial competitiveness index (PCI) survey, in 2016, Hai Phong city's PCI index reached 60.10 points, ranked 21/63 provinces and cities, up 7 places compared to 2015. For the first time in many years of investigation, PCI has exceeded the threshold of 60 points, entering the group of localities with good governance quality. 2016 is the third consecutive year that Hai Phong's PCI index has increased its ranking. Among the 10 component indices, Hai Phong city has 7 indexes with increased scores: market entry, land access, transparency and access to information, dynamism of local government, business support services, labor training, legal institutions; There are 3 decreasing indexes: cost of time to carry out administrative procedures, unofficial costs, and fair competitive environment.

After listening to reports and opinions from departments, branches and localities, Mr. Nguyen Van Thanh, Vice Chairman of the City People's Committee, recognized and praised local departments and branches in recent times for actively reforming administration associated with improving the competitiveness index. He requested the Heads of Departments, branches and localities, based on assigned tasks, to urgently direct the organization to develop implementation plans at their units and take responsibility for this task. Focus on improving the 3 indexes that decreased in 2016, linking administrative reform with improving the competitiveness index. At the same time, he assigned the City People's Committee Office to coordinate with the Department of Finance, Vietnam Chamber of Commerce and Industry (VCCI) - Hai Phong Branch.The department organizes training and guides units on the evaluation criteria of competitiveness indexes in the coming time.
