In 2019, economic development achieved very positive results; In the first 10 months of 2019, the city's socio-economic targets were completed at a high level. In particular, the total product in the area reached the highest rate ever of 16.42%, equal to 2.35 times the national average, the industrial development index IIP increased by 26.4% over the same period, the output of goods through the port reached 102 million tons, an increase of 15.5% over the same period.

Hai Phong city has had cooperative relationships and twinned relationships with a number of Japanese localities with high results. Investors coming to Hai Phong only need to work with one focal point (City Center for Investment, Trade and Tourism Promotion). With partners from Japan, the city has a Japan Working Group that is a reliable and friendly address for Japanese businesses to invest in Hai Phong city.
Currently, the city government is making every effort to improve the city's investment environment through three breakthroughs: investing in completing a synchronous infrastructure system, strongly improving administrative procedures and training high-quality human resources to meet the requirements of domestic and foreign investors. The city is committed to creating favorable conditions for Japanese businesses to research, learn and invest in the city.
