On the morning of October 21, the Government organized a national online conference summarizing the work of ensuring traffic order and safety (traffic safety) in the third quarter and mission directions for the fourth quarter of 2017. According to the report of the National Traffic Safety Committee in the first 9 months of 2017, there were 14,346 traffic accidents nationwide, killing 6,113 people and injuring 11,785 people. Compared to the same period in 2016, traffic accidents decreased in both the number of cases, the number of deaths and the number of injuries. Specifically, the number of traffic accidents decreased by 966 cases (down 6.24%), the number of deaths decreased by 330 people (down 5.11%), the number of injured people decreased by 1,810 people (down 13.35%). There are 43 provinces and centrally run cities with a decrease in the number of deaths from traffic accidents and 15 localities with an increase in the number of deaths from traffic accidents compared to the same period in 2016.
The traffic accident situation is still complicated, maritime traffic accidents are increasing, the rate of traffic accidents among children is high compared to the world and regional average rate, especially in Hanoi and Ho Chi Minh City, the situation of traffic accidents involving children and child traffic accident victims tends to increase in the period 2011-2016.
Speaking at the Conference, Chairman of the City People's Committee Nguyen Van Tung said that in the first 9 months of the year in Hai Phong city, there were 72 traffic accidents, killing 72 people and injuring 32 people. Compared to the same period in 2016, the number of cases increased by 03 (4.35%), the number of deaths increased by 15 (+26.32%), the number of injured people decreased by 05 (-13.51%), thus Hai Phong increased 2 targets in the number of cases and the number of deaths. Chairman of the City People's Committee Nguyen Van Tung seriously accepted responsibility before the Government for increasing traffic accidents.
The Chairman of the City People's Committee also shared that the reason for the increase in traffic accidents in Hai Phong in recent times is because the city is currently implementing the construction of many key traffic projects, so it must organize traffic flow for heavy trucks entering some inner-city routes. In particular, the city has 2 routes National Highway 5 and National Highway 10 passing through, only traffic accidents occurring on these 2 national highways are 14 cases (accounting for 20%), killing 16 people (accounting for 22.8%), injuring 3 people (accounting for 9.4%); In which, the section of Highway 10 passing through the city is under construction and renovation, affecting traffic safety. In addition, the pressure of increasing the volume of goods passing through the port and the rapid increase of road motor vehicles in the city are also causes.causing traffic insecurity. Chairman of the City People's Committee added that Hai Phong is currently the locality with the second largest number of container trucks in the country with 14,976 tractors and 15,856 trailers.
Recommendation at the conference, the Chairman of the City People's Committee requested the Government, the National Traffic Safety Committee and the Ministry of Transport to pay attention to improving the capacity to exploit freight transport methods on inland waterways, upgrade the Hanoi - Hai Phong railway line, invest funds to handle black spots and traffic safety loss points on routes QL.5 and QL.10; Research and propose plans to reduce costs for vehicles traveling on the Hanoi - Hai Phong highway...
Speaking at the conclusion of the conference, Permanent Deputy Prime Minister Truong Hoa Binh - Chairman of the National Traffic Safety Committee affirmed that in recent times the situation of traffic accidents has remained complicated, particularly serious traffic accidents continue to occur, causing great damage to people's lives and property, causing frustration in society.
The Permanent Deputy Prime Minister requested ministries, central branches and provinces and cities across the country to continue to strengthen patrols, control and handle violations; Promote the application of high technology and professional technical equipment to detect and handle violations of traffic order and safety regulations. Continue to promote propaganda, dissemination and education of laws on traffic order and safety associated with patrol and control activities; Localities must tighten discipline in testing training and issuing driver's licenses.
