On March 4, 2026, the Ministry of Finance issued Document No. 2519/BTC-PC on the implementation of Investment Law No. 143/2025/QH15, which has the opinion: While waiting for the Government's Decree to be issued, to ensure smooth and uninterrupted reception and settlement of administrative procedures in the field of business investment, avoiding problems arising during the implementation process, the Ministry of Finance The Government requests that agencies continue to receive and process dossiers for carrying out administrative procedures in the field of investment according to the time limit, order and procedures specified in Decree No. 31/2021/ND-CP dated March 26, 2021 detailing and guiding the implementation of a number of articles of the Investment Law, Decree No. 19/2025/ND-CP dated February 10, 2025 detailing the Investment Law on special investment proceduresIn particular, Circular No. 03/2021/TT-BKHDT dated April 9, 2021 regulates sample documents and reports related to investment activities in Vietnam and investment promotion and Circular No. 06/2025/TT-KHDT dated February 12, 2025 regulates sample documents related to special investment procedures that are still consistent with the provisions of Investment Law No. 143/2025/QH15.
Therefore, the Department of Finance of Hai Phong City would like to inform businesses/investors about continuing to receive documents for administrative procedures in the investment field from March 4, 2026 according to the guidance of the Ministry of Finance in the document mentioned above.
After the Decree detailing and guiding the implementation of the Investment Law 2025 and the Circular guiding document forms and reports related to investment activities are issued, the Department of Finance will continue to discuss and guide investors/businesses.
