On the afternoon of October 16, Comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired the 9th City Party Committee Conference to give comments on the City's socio-economic development plan for 2018 and the Project "Review, adjust and supplement the master plan for socio-economic development of Hai Phong city to 2025, with orientation to 2018." 2030”.
At the conference, delegates discussed and gave comments on the results of implementing the city's socio-economic development plan in 2017; General goals, themes for 2018 and main socio-economic development targets for 2018; on tasks and solutions for developing industries and fields.
According to the Draft City Socio-Economic Development Plan, some of the main planning targets for 2018 are: GRDP growth rate (2010 comparative prices) increased by 15% or more compared to 2017; GRDP per capita (at current prices) reached 4,195 USD; The index of industrial production (IIP) increased by 22%; Domestic revenue (expected) 23,650 billion VND; Goods output through the port reached 107 million tons; Export turnover increased by 22 - 23%; attracts about 7.5 million tourists; New rural construction throughout the city achieves an average of 17-17.5 new rural criteria according to the National Indicators Set; attracting 1.2 billion USD of foreign direct investment (FDI). Creating jobs for about 54,500 workers; tThe proportion of the population participating in health insurance reached 84.5%; The poverty rate decreased by 0.65%. The proportion of the rural population using hygienic water reached 98.9%; The rate of medical examination and treatment facilities treating medical waste meeting environmental standards reached 100%...
Also at the conference, 100% of delegates voted unanimously to continue choosing the city's 2018 Action Theme: "Strengthening discipline in budget revenue and expenditure - Improving the business investment environment" and passing 19 targets, with the goal of: helping the city continue to develop at a faster pace than in 2017; Promote economic growth associated with adjusting the economic structure, innovating the growth model in a synchronous and comprehensive manner, especially in key industries and fields, improving the efficiency and competitiveness of the city's economy.

Comrade City Party Secretary Le Van Thanh commented that with the attention and direction of the Central Government, the city has basically completed many targets exceeding the 2017 level as a foundation for development in 2018. Hai Phong was evaluated by the Central Government as a bright spot in economic development in 2017. In 2018, the city had many favorable conditions for development; With the leadership and direction experience of the City Party Committee, People's Council, City People's Committee, departments, branches, districts, there are many lessons in leadership and direction that can be better, clearer, and overcome formality. The results achieved in the last two years have strengthened the people's confidence in the city, and the people support and believe in the city's leadership policies.
The City Party Secretary emphasized that 2018 is a pivotal year, with important significance in promoting the implementation and striving to complete the goals of the City's 5-year socio-economic development plan 2016 - 2020, Resolution of the 15th City Party Congress. Therefore, the City Party Committee needs to be highly determined in leading and directing the successful implementation of these targets in the spirit of bringing Hai Phong into the strongest development period in the last 3 years, as a premise to complete the term.
The Secretary of the City Party Committee requested the Party Committee of the City People's Committee to direct the Department of Finance to research and absorb to complete the Plan and submit it to the City People's Council for approval at the 6th session of the 15th City People's Council according to regulations. The City Party Secretary also proposed that the City Party Committee authorize the Standing Committee of the City Party Committee to continue giving opinions and directing the completion of the Plan before the City People's Committee submits it to the City People's Council.
