On the afternoon of October 16, Prime Minister Nguyen Xuan Phuc chaired an online conference summarizing 15 years of implementing policy credit in the period 2002 - 2017. Also attending the conference were Deputy Prime Ministers, representatives of ministries, departments, central branches and localities across the country.
Presenting at the Hai Phong bridge were comrades: Nguyen Thi Nghia, Permanent Deputy Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Thanh, Vice Chairman of the City People's Committee and representatives of leaders of departments, branches and localities in the city.

Economic development associated with hunger eradication, poverty reduction and ensuring social security is the consistent viewpoint of the Party and State in the process of building a socialist-oriented market economy. The Party and State have proposed the following policies: Harmonious combination of economic growth and implementation of social equality and progress; have appropriate policies to limit the gap between rich and poor, and well implement social security policies; Focus on policy credit solutions to create conditions and encourage poor and near-poor households to strive to escape poverty sustainably; Helping the poor mainly by lending capital and giving guidance on how to do business.
To implement the above policies, the Party and State have proposed many solutions to support poverty reduction, including credit policies for the poor and other policy beneficiaries. After 15 years of construction and development, accompanying the poor and other social policy beneficiaries, the Social Policy Bank is the organization tasked with implementing social policy credit and has closely coordinated with socio-political organizations to focus resources, promote the implementation of policy credit programs, contribute to socio-economic development, realize the goal of sustainable poverty reduction, ensure social security, and build new rural areas. Practical credit implementation activities cSocial policies have been demonstrating the strong and increasingly effective development of this specific policy credit channel in Vietnam.
As of September 30, 2017, the Vietnam Bank for Social Policies has focused on mobilizing financial resources, increasingly meeting the loan needs of the poor and other policy beneficiaries, with a total capital of up to 179,120 billion VND, an increase of 25 times compared to when it was established. The structure of social policy credit capital has changed in the direction of increasing capital from the Social Policy Bank itself, which can be self-mobilized by the state budget to cover interest rates and local resources, gradually reducing direct capital from the state bank for programs, clearly demonstrating the policy of "diversifying resources" with the motto "the state, businesses and people work together".
From the 3 credit programs handed over, up to now there have been 20 policy credit programs and a number of programs and projects entrusted by localities, organizations, and individuals at home and abroad have been implemented such as: credit programs for poor households, near-poor households, and households just escaping poverty; credit for clean water and rural environmental sanitation; credit for production and business households in disadvantaged areas, credit for students in difficult circumstances, loans to create jobs, support for poor households with housing... Total outstanding debt of policy credit programs reached 169,036 billion VND, more than 24 times higher than at the time of establishment, the average annual growth rate reached 19.2%, with over 6.7 million poor households and policy beneficiaries with outstanding debt.
In Hai Phong city alone, in the past 15 years, 749,097 poor households and other policy beneficiaries received loans, of which 53,742 households exceeded the poverty threshold, 65,315 workers were created jobs from the National Employment Fund, 69,144 students received loans to study...
Concluding the meeting, Prime Minister Nguyen Xuan Phuc pointed out that the effectiveness of policy credit activities over the past 15 years has affirmed the correct policies of the Party and State. Policy credit activities are increasingly effective, the quality is constantly increasing, and have basically promptly met the needs of policy beneficiaries across the country, especially in remote and isolated areas and ethnic minority areas. The Prime Minister also appreciated ministries, branches and localities becoming increasingly aware of policy credit activities through strengthening coordination and creating conditions for policy credit activities to develop, contributing to hunger eradication and poverty reduction in the whole country. “The Social Policy Bank and its branch system need to continue to develop in a stable and sustainable direction, constantly improving service quality, promoting the application of modern technology, diversifying banking products and services; at the same time, strengthening inspection and supervision of lending and debt collection activities, ensuring risk reduction and allowing poor, near-poor households and other policy beneficiaries to easily access capital and escape poverty. sustainable, building new rural areas" - the Prime Minister noted.
The Prime Minister requested relevant ministries and branches to research and propose solutions to increase resources and better meet the loan needs of poor households and policy beneficiaries; Adjust credit policies and loan levels to suit reality, meeting the basic needs of the poor and other policy beneficiaries. Implementing the policy of socializing credit capital, organizations, individuals, businesses, socio-political organizations, associations, associations, non-governmental organizations at home and abroad... Need to join hands to create capital sources for the poor and have preferential lending policies to stabilize people's lives, contributing to the national goal of sustainable hunger eradication and poverty reduction.
On this occasion, the President awarded the First Class Labor Medal to the Vietnam Bank for Social Policies for outstanding achievements in the cause of socialist construction and national defense; 20 groups and 9 individuals were awarded Certificates of Merit by the Prime Minister for outstanding achievements in social credit work.
