On the morning of October 16, comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired a conference to sign the Regulations on coordination of work between the People's Council, People's Committee and Vietnam Fatherland Front Committee of Hai Phong city (term 2016 - 2021). Also attending the conference were comrade Nguyen Thi Nghia, Permanent Deputy Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Van Moi, Chairman of the city's Vietnam Fatherland Front Committee; Members of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council, City People's Committee and leaders of departments, branches, localities and units.
The regulations on coordination of work between the People's Council, People's Committee and Vietnam Fatherland Front Committee of the city include 4 chapters, 18 articles, based on the principle Principle of coordination: Comply with policies and guidelinesthe Party's ways, the State's policies and laws. Ensure the centralized and unified leadership and direction of the City Party Committee and the City Party Committee Standing Committee. Coordinate work on the basis of provisions of law; Respect and support between agencies to well perform the functions, tasks and powers of the city's People's Council, People's Committee and Vietnam Fatherland Front Committee. Ensuring the proactive, timely and regularity of agencies in the process of coordinating work.
The regulations also clearly state the coordination responsibilities of the City People's Council with the City People's Committee and the City's Vietnam Fatherland Front Committee; Coordination responsibilities of the City People's Committee with the City People's Council and the City's Vietnam Fatherland Front Committee; Coordination responsibility of the city's Vietnam Fatherland Front Committee with the City People's Council and City People's Committee.
Accordingly, each agency assigns a leader to act as a permanent leader to coordinate the implementation of the Regulations. The Office of the City People's Council, the Office of the City People's Committee, the Democracy and Law Committee (the city's Vietnam Fatherland Front Committee) are responsible for directly advising and helping the City People's Council, the City People's Committee, and the city's Vietnam Fatherland Front Committee maintain a cooperative working relationship; Monitor and urge the implementation of the Regulations. Every year, the Standing Committee of the City People's Council presides and coordinates with the City People's Committee and the Standing Board of the Vietnam Fatherland Front Committee of the city to conduct preliminary and final assessments of the implementation of the Regulations.
