In order to continue to drastically implement administrative reform solutions according to the Government's direction, the Chairman of the City People's Committee has given instructions in Document 523/UBND-TTPVHCC requiring agencies and units in the area to focus on reviewing, reducing and simplifying administrative procedures. This is a specific step to implement Resolution No. 66/NQ-CP and instructions from the Ministry of Justice, aiming to create an open business environment, reducing the burden of time and costs for people and businesses.

Accordingly, the Chairman of the City People's Committee requested Departments, branches, branches and localities to carry out a review to propose plans to reduce all unnecessary, overlapping or lacking in specific business investment conditions. In particular, the city aims to completely abolish business conditions for industries that are not in the list of conditional businesses under the Investment Law. For current administrative procedures, the requirement is to reduce processing time by at least 50% and compliance costs by 50% compared to 2024, while ensuring that all procedures specified in technical regulations must be published and thoroughly simplified.
In the digital transformation roadmap, Hai Phong city focuses on promoting the implementation of comprehensive online public services and internal administration in the electronic environment. The city is determined to achieve the target, 100% of administrative procedures are eligible to provide full online public services; 100% of information and documents related to production and business activities only need to be provided once to administrative agencies; 100% of internal administrative procedures in each state administrative agency are carried out internally in the electronic environment. At the same time, management units are responsible for guiding and supporting businesses in converting to a completely electronic reporting mode to optimize the exploitation and sharing of interconnected data.
Particularly for the Departments of Culture, Sports and Tourism, Construction, Science and Technology, the Chairman of the City People's Committee requested to urgently restructure the process of specific procedures to provide online public services throughout the process, completed before March 30, 2026. Assign the Department of Science and Technology to take the lead in ensuring technical infrastructure and smooth connection between the city's system and the National Public Service Portal, creating a fundamental shift in implementing administrative procedures regardless of administrative boundaries.
The City People's Committee Office will play a focal role in urging, monitoring and summarizing implementation results periodically. The implementation of streamlining the apparatus and reforming administrative procedures this time not only aims to improve the competitiveness index but is also an important foundation for effectively implementing the two-level local government model./.
