ORGANIZATION OF SPECIALIZED ACTIVITIES FOR THE FIRST QUARTER 2026
Implementing Plan No. 17-KH/DU dated October 27, 2025 of the Party Committee of the City People's Committee on implementing Directive No. 05-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period, on the morning of March 29, 2026, the Party Cell registered business and managed enterprises (Party Party Committee of the Department of Finance). main) organized a thematic event in the first quarter of 2026 with the theme: “Developing and implementing solutions to improve the quality of state capital management at state-owned enterprises and enterprises with state capital invested by the City People's Committee as the owner's representative agency”.
Attending the event were comrade Le Trung Kien - Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; Comrade Nguyen Ngoc Tu - City Party Committee member, Party Secretary, Director of the Department of Finance; along with representatives of leaders of Party Committees, Party Committees of the City People's Committee and all party members in the Party Cell.
At the event, the Cell focused on thoroughly grasping the purposes and requirements of the topic in the context of the legal system on state capital management at enterprises having many important changes, especially the National Assembly's promulgation of Law No. 68/2025/QH15 and decrees guiding its implementation. The new regulations have created a synchronous legal corridor, and at the same time required innovation in thinking and improved capacity in advising on state capital management at enterprises.
The thematic report has generally evaluated the current state of state capital management at enterprises in the city, pointed out the results achieved, and frankly acknowledged the limitations, inadequacies and causes. On that basis, propose groups of solutions to improve the efficiency of management and use of state capital, and strengthen the roles and responsibilities of the owner's representative agency and the representative of state capital at the enterprise.
The discussion was lively, democratic, with many profound opinions, closely following reality. Party members in the Party Cell have focused on clarifying contents such as: arrangement, equitization and divestment of state capital; mechanism for monitoring and evaluating enterprise performance; New points in decentralization and decentralization; as well as the roles and responsibilities of the representative of state capital according to new regulations. Many comments proposed adding data to evaluate the budget contributions of state-owned enterprises, perfecting the profit distribution mechanism and increasing proactiveness in production and business activities.
Speaking in conclusion, the Party Secretary emphasized: the topic has practical significance in improving the awareness, capacity and quality of advice of party members. At the same time, it is requested to continue to improve the thematic content on the basis of fully absorbing comments and suggestions; strengthen the leadership role of the Party Committee; promote the spirit of responsibility, initiative and creativity of each party member in carrying out tasks.
The thematic event also heard the guidance of comrade Le Trung Kien - Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; Comrade Nguyen Ngoc Tu - City Party Committee member, Party Secretary, Director of the Department of Finance; Comrade Hoang Xuan Minh - Member of the Party Executive Committee, Deputy Director of the Department oriented key tasks in the coming time, especially the effective implementation of new regulations on state capital management at enterprises.
With a spirit of seriousness, democracy and high responsibility, the thematic activity in the first quarter of 2026 of the Business Registration and Enterprise Management Cell took place successfully, contributing to improving the quality of cell activities and meeting the requirements of political tasks in the new situation./.
