Emphasizing that in recent times, to overcome difficulties, the Government has promptly issued many important guiding documents to support people and businesses. Many timely decisions, clearly demonstrating the spirit of companionship, supporting production and business, and stabilizing the market have been issued by the Government.
In Hai Phong, in the spirit of constructive development, practical companionship and sharing responsibility with the business community, city leaders have directed relevant departments, branches, agencies and units to urgently research, advise and propose practical, feasible support solutions, close to the actual situation for businesses importing gasoline and oil through Hai Phong port. Especially considering reducing fees for using works, infrastructure, service works, and public utilities for liquid goods including gasoline, oil, and gas, thereby contributing to reducing costs and sharing difficulties with businesses. Up to now, this policy has been agreed by the City Party Committee and the Standing Committee of the City People's Council for the People's Committee to submit to the City People's Council for consideration and issuance of a Resolution according to regulations.The fee is 0 VND for liquid goods including gasoline, oil, and gas in the last months of 2026.
Faced with the forecast that the world and regional situation will continue to become complicated, in order to proactively respond and minimize adverse impacts on production and business activities of enterprises and the economic development of the city, the Vice Chairman of the City People's Committee requested the Customs Branch of Region III, Hai Phong Inland Waterway Port Authority and related agencies and units to proactively coordinate closely and urgently organize implementation immediately after the situation. The City People's Council issued a Resolution; Ensuring timely, public, correct implementation, correct regulations, right subjects, substantial and effective implementation.

The Department of Industry and Trade presides over and closely coordinates with focal enterprises, importers, and distributors of petroleum in the area to proactively develop plans to ensure a stable and continuous supply of petroleum, avoiding local shortages or supply interruptions. Coordinate with relevant agencies to strengthen inspection and supervision of petroleum business activities in the area; promptly detect and strictly handle acts of hoarding, speculation, unreasonable price increases, stopping sales without a legitimate reason, ensuring the market operates stably, transparently, and in accordance with regulations.
Customs agencies, port authorities, port operators and related units continue to review and shorten the time of receiving, loading, unloading, customs clearance and circulation of gasoline, oil and gas; Proactively coordinate to immediately remove arising problems, avoiding blockage of goods flow, affecting the progress of import and supply to the market.
