(Haiphong.gov.vn) - After 1/2 day of urgent work, with a high sense of responsibility, the 20th Session (Thematic Session) of the XVI City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.
Delegates vote at the Session.
At the meeting, the City People's Council reviewed the Proposals of the City People's Committee, the verification reports of the City People's Council Committees, and the draft Resolution presented by the Secretary of the meeting. The City People's Council delegates raised their sense of responsibility, carefully researched the issues, voted and unanimously approved 6 Resolutions including:
1. Adjusting the investment policy of the Investment Project to build the Square in front of the Political - Administrative Center in the North Cam River New Urban Area - Phase I.
2. Stipulate criteria to decide on bidding to select investors to implement investment projects using land in the city.
3. Adjust the List of projects and works requiring land recovery and the List of projects and works to change the use purpose of rice cultivation land, protective forest land, special-use forests, and production forests in the city in 2024.
4. Give your opinion on the percentage (%) regulation to calculate the annual land rental unit price; Unit price for renting land to build underground works, unit price for renting land with water surface in Hai Phong city.
5. Regulating the authority to decide on the procurement of goods, services and investment, procurement of information technology application activities using regular expenditures.
6. Adjustments and supplements (4th time) City Public Investment Plan 2024.
Chairman of the City People's Council Pham Van Lap and Vice Chairman of the City People's Council Bui Duc Quang presented flowers to comrades.
The meeting also carried out content on human resources work under the authority of the City People's Council. Accordingly, the City People's Council dismissed the position of Head of the Urban Committee of the City People's Council term XVI (term 2021 - 2026) for comrade Phung Van Thanh, City Party Committee member, Secretary of Duong Kinh District Party Committee; Dismissing the position of Member of the City People's Committee term XVI (term 2021 - 2026) for comrade Nguyen Thi Thu, City Party Committee member, Secretary of Hai An District Party Committee and comrade Tran Van Phuong, Secretary of Cat Hai District Party Committee.
At the same time, additional elections were held for the position of Member of the City People's Committee, term XVI (term 2021 - 2026). Accordingly, comrade Pham Ngoc Duong, Member of the City Party Committee, Director of the Department of Home Affairs and comrade Duong Dinh On, Director of the Department of Natural Resources and Environment, were elected to the position of Member of the City People's Committee term XVI (term 2021 - 2026).
Chairman of the City People's Council Pham Van Lap gave a closing speech at the meeting.
In order for the Resolutions to be implemented effectively, speaking at the end of the Meeting, Chairman of the City People's Council Pham Van Lap requested that immediately after this Meeting, the City People's Committee urgently directs the development and implementation of an implementation plan in accordance with the urgent nature and puts the Resolutions just passed by the City People's Council into practice immediately, ensuring efficiency, savings, and compliance with regulations. Timely allocation of capital for projects ensures accelerated implementation progress as well as disbursement of public investment capital in the city in 2024. Continue to direct specialized agencies to actively and urgently review and advise the People's Council and People's Committee of the city to fully and properly promulgate documents implementing the 2024 Land Law under the direction of the Government. Urgently developWho implements Resolution No. 1232 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong city for the period 2023 - 2025, and reviews the Resolutions of the City People's Council that need adjustment. At the same time, develop and submit to the City People's Council to promulgate new Resolutions right at the regular meeting at the end of 2024, ensuring effective and timely implementation of Resolution No. 1232 of the National Assembly Standing Committee.
The Chairman of the City People's Council requested the Standing Committee of the City People's Council, Committees, Delegate Groups and City People's Council delegates to focus on closely monitoring the implementation process to ensure serious, complete and effective implementation of the Resolutions issued by the City People's Council./.
