He assigned the Party Committee of the City People's Committee to direct the implementation and realization of the goals set out in the Resolution of the 16th Congress of the City Party Committee on urban embellishment and modernization. urban areas, expanding urban space in districts, in parallel with building model new rural areas in districts, with a high focus on embellishing and modernizing central urban areas; Develop synchronous traffic infrastructure, build parks, sidewalks, and lighting systems to practically serve people's lives and urban civilization, specifically as follows:
Regarding the construction of parks in wards: Basically agree to build parks at 67 locations in densely populated areas in wards as proposed by the City People's Committee, Department of Construction and districts. The City People's Committee directs the review and preparation of specific and detailed plans for each location; In case of necessity, re-adjust the boundaries or expand each park to 10,000 m2 (if conditions allow), creating parks with beautiful landscapes, best serving the people's lives; Combine investment, planning, and rearrangement of residential areas and resettlement areas in an appropriate and civilized manner. The City People's Committee directed to focus on allocating capital, implementing procedures according to the law and the Working Regulations of the City Party Committee, assigning the People's Committees of districts to take ownership.invest and build 67 parks in the period 2021 - 2022; At the same time, continue to survey and propose new locations to build more parks.
Regarding the renovation and embellishment of sidewalks in districts: Focus on renovating and embellishing sidewalks on 6 routes in the city center (2 routes Hoang Van Thu and Dinh Tien Hoang completed before April 15, 2021). Based on the assessment of achieved results, continue to renovate and embellish pavements for all roads in districts with clear and appropriate criteria in the period 2021 - 2025; At the same time, underground the entire system of power lines and telecommunications cables... Using good quality materials, ensuring beauty, aesthetics, durability, and uniformity with the central area and general landscape of the city. The City People's Committee needs to take measures to mobilize resources from electricity and telecommunications businesses... The City People's CommitteeThe city will soon establish an Urban Beautification Management Board to help the city carry out urban beautification; focus on socialization to reduce the burden on the budget; Strengthen construction order management and urban planning management. For construction projects on streets, sidewalks must be made in accordance with the city's directions.
About Dong Khe 2 Road Project: Agree to maintain the approved planning. Assign the City People's Committee to direct the adjustment of sidewalks to create median strips, plant trees (about 1 m), ensure traffic safety and landscape. Request relevant agencies to speed up implementation progress, strengthen propaganda and mobilization of the people; In April 2021, pay all compensation, support, and resettlement according to regulations; strive to inaugurate and put into use Dong Khe 2 road - phase 1 before December 31, 2021 to serve the people.
