(Haiphong.gov.vn) - On the morning of March 31, Mr. Nguyen Van Tung, Chairman of the City People's Committee, chaired a working session with Vietnam Electricity Group on the electricity supply situation and implementation of power investment projects in the city. Also attending on the city's side were comrade Nguyen Duc Tho, Vice Chairman of the City People's Committee; Le Trung Kien, Head of the Hai Phong Economic Zone Management Board and representatives of relevant departments and branches.
On the side of Vietnam Electricity Group attending the meeting were comrades: Tran Dinh Nhan, General Director of Vietnam Electricity Group; representative of the leadership of the National Power Transmission Corporation; Northern Power Corporation also attended the meeting.

In his opening speech at the meeting, Mr. Nguyen Van Tung thanked Vietnam Electricity Group and the units over the past time for ensuring timely and stable electricity supply to effectively serve production and business activities, especially the electricity supply in industrial zones and clusters. However, due to the city's development needs and the motto "electricity one step ahead", especially ensuring electricity in the industrial production area, Hai Phong city wants Vietnam Electricity Group and its units to improve the efficiency of electricity supply and promptly deploy electrical works and projects in the city...
According to the report of Northern Electricity: in 2020, the city's commercial electricity output reached 6,403.42 million kWh, an increase of 3.6% compared to 2019. Of which, electricity output in the industrial - construction component increased by 3.5% and electricity for consumption management increased by 6.5%. In the first 2 months of 2021, the city's commercial electricity output increased by 8.3% compared to the same period in 2020. Based on the growth rate of commercial electricity in the period 2016-2020, the Northern Power Corporation forecasts that by 2025, commercial electricity output in Hai Phong area will reach about 10 million kWh (growth of about 8%). However, with the policy of expanding existing industrial parks and clusters and developing 15 new industrial parks and 23 industrial clusters by 2025 to welcome theFDI investment wave comes to Vietnam and the city, so the growth rate and electricity consumption grow higher. It is expected that in the period 2021-2023, Vietnam Electricity Group will deploy 4 220kV transmission line and substation projects in districts; Northern Power Corporation deployed 19 power grid projects in the city with a total investment of 1,713 billion VND; Hai Phong Electricity implemented 72 projects with a total investment of more than 518 billion VND.
At the meeting, the representative of the leadership of the Northern Power Corporation raised a number of problems in the process of implementing power projects in the city: supplementing construction planning; route planning, land planning; procedures for supplementing electricity planning; Construction licensing and land clearance procedures...
At the same time, the city proposes to: review and urgently report to the Government to add regional 220kV transformer stations/transformers to Electricity Planning 8 to ensure power supply for loads; Regarding construction planning of power grid projects, it is necessary to implement in parallel the district's updating of construction planning; Regarding construction licensing for level 2 projects, the Department of Construction researches and proposes licensing construction routes and locations; Level 3 and 4 projects require the district to grant permission for construction routes and locations; The city urgently directs local departments and branches to coordinate with the electricity industry in agreeing on ground level and line construction route through the projects. At the same time, request the City People's Committee to consider and organizemarking the line route and location of the 110kV transformer station according to the city's electricity development plan; Provide information on the implementation of infrastructure projects and industrial parks that are being and are preparing for investment so that the electricity industry can proactively and coordinately deploy power grid infrastructure projects; For the undergrounding of medium and low voltage power grids in urban areas, the city allocates resources to ensure the synchronization of underground works and aesthetics...
At the meeting, representatives of leaders of the city's departments and branches discussed and answered opinions and recommendations related to the coordination and implementation of electrical investment projects in the city.

Speaking at the meeting, Mr. Tran Dinh Nhan, General Director of Vietnam Electricity Group, affirmed: with the pace of socio-economic development and attraction of FDI capital investment and expected expansion of industrial clusters, if Hai Phong does not proactively invest quickly in the electricity system to increase capacity and improve the quality of electricity supply, it will not meet future development needs. EVN always creates conditions for customers to buy electricity from EVN units. EVN supports the policy of undergrounding the power grid system to contribute to urban beautification of the city.
Hope the city will soon agree on the route of investment projects to develop the city's power grid, which needs to be accelerated to serve the city's development requirements. For industrial zones and clusters that have not yet been planned, the city needs to quickly supplement them.

Concluding at the meeting, Mr. Nguyen Van Tung, Chairman of the City People's Committee emphasized: the city's demand for electricity consumption is very large because Hai Phong is becoming an effective investment attraction, especially in the industrial sector. During the 2020 - 2025 term, the city will build 3 large industrial parks: Trang Due 3, Ben Rung and Trang Cat..., forecasting a rapid increase in electricity demand. Investing in the development of power projects is a key task to attract investors. Therefore, the city requests and expects EVN Group to pay attention to implementing power investment projects to meet the city's development requirements. Regarding difficulties and obstacles during the implementation of projects, city leaders will pay attention and solve them. Owner tThe City People's Committee assigned the City People's Committee Office to act as the focal point, coordinate with relevant departments, branches and units to classify work groups, and arrange weekly meeting schedules for city leaders to direct and promptly resolve difficulties and problems. The Chairman of the City People's Committee agreed with the Vietnam Electricity Group to submit to the Prime Minister the planning of the power grid and transformer stations. The city supports Vietnam Electricity Group to directly provide electricity to investors. At the same time, the Chairman of the City People's Committee requested Vietnam Electricity Group to share and support the city in deploying underground power lines, ensuring effective operation after being underground.
