Project on Planning and management of anchoring locations for cruise ships staying overnight on bays of Cat Ba archipelago by 2025 focuses on researching and proposing anchoring areas for cruise ships staying overnight on the bay; anchorage conditions; Conditions on technical safety, aesthetics, amenities, crew members... for ships; regulations on fees for overnight stays on the bay.
The objective of the Planning Project is to create favorable conditions for the management of cruise ship operations overnight on the bays of Cat Ba archipelago, ensuring safety, preventing and minimizing risks to people, property, as well as unfortunate incidents. Develop a variety of Cat Ba tourism products to attract a large number of domestic and foreign tourists to Cat Ba; Closely combine tourism development with natural resource conservation, while increasing budget revenue from overnight tourist stays on the bays.
According to the plan, the anchorage area for overnight cruise ships in the bays of the Cat Ba archipelago must by 2025 be outside the strictly protected zones of the National Park, the core zone of the World Biosphere Reserve and minimize negative impacts on natural resources and biodiversity on the Cat Ba archipelago.

The Vice Chairman requested the People's Committee of Cat Hai district and the consulting agency to accept comments, including paying attention to issues such as protecting the environment, natural landscape, ensuring security and order, licensing conditions for tourist accommodation ships; Propose a reasonable overnight stay fee... in particular, there must be a strategic vision so that the Project does not become outdated. The Vice Chairman requested that the consulting agency, after editing the Project, continue to seek consultation from the Ministry of Culture, Sports and Tourism and submit it to the Standing Committee and the City People's Council for approval.
According to the survey, selected anchoring locations for ships staying overnight on Cat Ba Bay, including 7 points in 4 areas: Quai To, Tung Gau, Viet Hai areas; Tung Trang area; Ang Vem area (Ang Vem junction) and Gia Luan area (Thoi Quyt).
