According to a report from the Department of Agriculture and Environment, in 2026, the city will carry out site clearance work for 431 projects with a total recovery area of more than 14,942 hectares, involving over 165,600 households and 424 organizations. In the first quarter of 2026, there are 53 projects in 32 localities committed to completing site clearance, with an area of more than 577 hectares. To date, the implementation volume has reached about 80% in terms of area and number of households. Of these, 33 projects in 21 localities were basically completed on schedule; The remaining 20 projects are at risk of not completing the first quarter plan. The main reason is that some households have not agreed on the compensation price, requested resettlement despite not meeting the conditions, or encountered difficulties in determining land users due to handwritten purchases and lack of legal documents.
For resettlement work, the review shows that the whole city has 163 projects that need to arrange resettlement for nearly 13,000 households. Currently, 46 projects do not meet enough demand, of which 27 projects propose to build new resettlement areas and 19 projects propose to expand existing areas.
By listening to reports from departments, branches and localities, Vice Chairman of the City People's Committee Le Trung Kien acknowledged and praised the efforts of localities and relevant agencies in overcoming difficulties, doing a good job of site clearance and resettlement projects. City leaders recommend that localities, especially units that are behind schedule compared to their first quarter commitments, must be highly focused and drastic in implementation and removing difficulties; Clearly classify each problem case to take advocacy or enforcement measures according to regulations, and do not let the delay in site clearance affect the progress of disbursement of public investment capital.
Regarding resettlement, the Department of Construction presides and coordinates with relevant units to urgently establish a project to build resettlement areas throughout the city with the motto of "resettlement must be one step ahead, ensuring people have a new place to live that is equal to or better than the old place to quickly hand over the site to the project." Localities need to base on the city's general socio-economic planning to build and propose resettlement plans with a long-term vision. In particular, the resettlement area must have synchronous infrastructure, beautiful landscape, and ensure living conditions equal to or better than the old place of residence. The Department of Construction reviews construction standards guidelines and soon synthesizes and reports to the city according to regulations.
The Department of Finance closely follows the actual progress to update and adjust the growth scenario and disbursement scenario closely to the implementation situation, as a basis for control and direction.
