(Haiphong.gov.vn) - On the morning of August 27, the City People's Committee organized a conference to disseminate and guide Laws, Decrees and detailed regulatory documents related to the Housing Law and Real Estate Business Law 2023, effective from August 1, 2024. At the Conference were representatives of leaders of the Department of Housing and Real Estate Market Management, Department of Legal Affairs (Ministry of Construction); leaders of departments, branches, branches and localities; organizations and businesses operating in the construction field.
Speaking at the opening of the Conference, Vice Chairman of the City People's Committee Nguyen Duc Tho said that since 2015, Hai Phong city has achieved many results in the field of housing and real estate, specifically: renovating and rebuilding apartments; manages state-owned housing fund with about 10,000 units; organize the implementation and development of social housing according to Project No. 338 of the Prime Minister; selling old state-owned housing, developing commercial housing to renovate urban areas and increase budget revenue, the real estate market develops in a stable and sustainable direction; Social housing policies have been maximized, people's housing conditions have improved significantly... However, during the implementation process, the city also encountered many difficulties related to legal regulations.
The Vice Chairman of the City People's Committee emphasized that on August 1, 2024, the Housing Law, Real Estate Business Law 2023 and Decree detailing regulations officially take effect, contributing to institutionalizing the Party and State's orientations in the current period; Resolve problems and inadequacies in the housing and real estate market recently; Reduce administrative procedures, ensure brief and focused procedures; Clear regulations, especially investment procedures for all types of housing projects. The new legal regulations mentioned above are built on the basis of inheriting current legal provisions and in the spirit of improving the management quality of state agencies, removing difficulties and obstacles for the real estate market, appropriate to the situation.Current reality of the country in general and Hai Phong city in particular.
The Vice Chairman of the City People's Committee stated that in order to meet the city's current growth rate, it is necessary to immediately apply new legal regulations on housing and real estate business, so the city has assigned the Department of Construction to preside over research and propose promulgation of legal documents under the responsibility of the People's Council and People's Committee of the city.
