(Haiphong.gov.vn) – Recently, thanks to effective coordination between state management agencies from central to local levels, the activities of businesses that have been granted basic multi-level marketing registration certificates have been well controlled. However, unlicensed multi-level marketing activities and the phenomenon of taking advantage of the multi-level business model to carry out fraudulent activities, appropriation of assets, and illegal financial mobilization are on the rise.
In order to strengthen the fight, prevention and prevention of these illegal activities, based on the provisions of Decree No. 40/2018/ND-CP dated March 12, 2018 of the Government on the management of business activities in a multi-level manner, the Ministry of Industry and Trade recommends that the People's Committees of provinces and centrally run cities:
Direct agencies and functional units in the area to strengthen inspection, examination, supervision, and strictly handle unlicensed multi-level marketing activities and activities that take advantage of multi-level business models to carry out illegal financial mobilization activities, fraud, and property appropriation in the spirit of Directive No. 21/CT-TTg dated May 25, 2020 of the Prime Minister on strengthening prevention Prevent and handle fraudulent property appropriation activities.
Direct the Department of Information and Communications and press and media units in the area to develop regular programs and columns to propagate and disseminate the law on multi-level business and warn people about distorted and nefarious activities in multi-level business.
Urgently promulgate regulations on coordination between relevant local agencies in the inspection, examination and supervision of multi-level business activities in the locality according to the provisions of Point a, Clause 1, Article 56 of Decree No. 40/2018/ND-CP.
To promptly implement the above tasks, Vice Chairman of the City People's Committee Nguyen Dinh Chuan assigned the Departments of Industry and Trade, Information and Communications, based on their functions and tasks, to preside over and work with relevant agencies and units to research, propose implementation, and report to the City People's Committee.
