(Haiphong.gov.vn) – In 2019, the city's Public Administration Reform Index (PAR Index) reached 84.35 points, ranked 4/63; The city's Satisfaction Index with Administrative Services (SIPAS Index) reached 92.22%, ranking 2/63; The city's Public Administration Performance Index (PAPI) in the group achieved the lowest score among the provinces and centrally run cities. The PAR Index increased by 1 level, the SIPAS Index increased by 7 levels compared to 2018, thereby demonstrating the efforts, efforts and improvements of agencies, units and localities in implementing administrative reform, better serving the requirements of the city's people, organizations and businesses. However, besides that, the PAPI Index continues to be in the group of localitiest the lowest score, there are still some contents of administrative reform work that the city has directed drastically, but are still limited and have points deducted.
To promptly overcome shortcomings and limitations, contribute to the effective implementation of the city's administrative reform in general, and improve and enhance the above-mentioned Indicators in particular; At the same time, in order to organize and seriously implement the tasks in the 2020 Operation Plan of the Government's Administrative Reform Steering Committee in Decision No. 169/QD-BCĐCCHC dated March 11, 2020 of the Government's Administrative Reform Steering Committee, the City People's Committee requests Departments, branches, branches, and People's Committees of districts to urgently direct and organize the implementation of the following contents:
