Regarding administrative procedures in the field of investment for investment projects outside economic zones and industrial parks in the city, the Department of Finance would like to discuss as follows:
On December 11, 2025, the National Assembly passed Investment Law No. 143/2025/QH15 (officially effective from March 1, 2026). According to the provisions of the Investment Law 2025, for administrative procedures related to the investment field, "The Government regulates conditions, documents, order, procedures, and deadlines."
Currently, the Decree guiding the implementation of the Investment Law 2025 and the new Circular stipulating sample documents and reports related to investment activities in Vietnam and investment promotion are in the process of being completed and submitted for promulgation. Therefore, at this time, determining the list of documents, conditions, order and procedures related to the field of investment registration does not have a legal basis for implementation.
The Department of Finance has requested the Hai Phong City Public Administration Service Center to announce a temporary suspension of receiving documents for administrative procedures related to investment activities in Vietnam. After the Government issues a Decree detailing and guiding the implementation of the Investment Law 2025, the reception of investment field documents for investment projects outside economic zones and industrial parks in the city will be carried out according to the order and procedures specified in the new Decree mentioned above.
