Pursuant to Plan No. 347/KH-UBND dated December 26, 2025, of the Hai Phong City People's Committee; Official Letter No. 10999/SNV-XDCQ&CTTN dated December 30, 2025, of the Department of Home Affairs on the implementation of Resolution No. 82/NQ-HDND dated December 11, 2025, of the City People's Council on deciding measures to ensure the implementation of grassroots democracy and Decision No. 405/QD-STC dated August 14, 2025, on promulgating the Regulation on the implementation of grassroots democracy in the operations of the Department of Finance, the Department of Finance develops the Plan for the implementation of grassroots democracy in 2026 as follows:
Ensure timely, synchronous, unified, effective, and efficient implementation of grassroots democracy, contributing to achieving the objectives set forth in the Resolution.
Strengthen the leadership and direction of Party committees and authorities; enhance the role and responsibility of heads, cadres, and civil servants to deepen the implementation of the Grassroots Democracy Regulation (QCDC) and make it an important, regular task of agencies and units.
Effectively implement the motto "People know, people discuss, people do, people inspect, people supervise, people enjoy" to contribute to building a clean and strong agency and unit.
Uphold the sense of responsibility of the head in directing the practical and effective implementation of grassroots democratic rights, avoiding formalism. In particular, the implementation of the contents of the Grassroots Democracy Regulation must be serious and consistent with the political tasks of the unit.
Dissemination, information, and propaganda work
Organize the dissemination, information, and propaganda of the contents of Resolution No. 82/NQ-HDND and related documents on the implementation of grassroots democracy at agencies, units, and localities.
Forms: Sending copies of implementation documents, posting relevant content on the agency's electronic information portal, integrating into Party cell meetings, monthly and quarterly work review meetings, etc.
Specific tasks to achieve the objectives and measures to ensure the implementation of grassroots democracy.
a) For the objective of ensuring the implementation of grassroots democracy (See Appendix 1 attached)

The implementation budget is included in the 2026 budget estimate of the Department of Finance.
Office of the Department
Preside over and coordinate with departments, units, and mass organizations of the agency to organize the implementation of the Plan for grassroots democracy in 2026.
Guide, inspect, and urge units to implement; synthesize and report on the situation and results of grassroots democracy implementation in 2026 on a semi-annual, nine-month, and annual basis, and send reports on the results of assigned tasks to the Department of Home Affairs (semi-annual report before June 10, nine-month report before September 15, and annual report before November 15).
Departments and mass organizations under the Department
Based on assigned functions and tasks, proactively coordinate with the Office of the Department to implement the contents of the Plan.
Coordinate with the Office of the Department to report on implementation results and score the work of grassroots democracy implementation in 2026 as regulated.
This is the Plan for the implementation of Resolution No. 82/NQ-HDND dated December 11, 2025, of the City People's Council on deciding measures to ensure the implementation of grassroots democracy. During the implementation of the Plan, if there are any difficulties or problems, departments, units, and individuals are requested to proactively report to the Department's leadership (through the Office of the Department for synthesis) for consideration and direction of resolution./.
