(Haiphong.gov.vn) - On the morning of March 25, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh and leaders of functional agencies and localities inspected the implementation of the investment project to renovate and upgrade the route from Doan Lap junction - Cau Han - National Highway 37 and the investment project to renovate and upgrade the route from Doan Lap - Cau Dang junction - National Highway 37.
According to the site clearance work report of Tien Lang district, the route from Doan Lap intersection to Han bridge is about 2km long. As of March 24, 2019, 145/219 households agreed to hand over the site to the construction contractor, the remaining 74 households are waiting for the city to approve the residential land price. The route from Doan Lap intersection to Dang bridge has a length of 4.7 km. Up to now, 242/362 households have agreed to hand over the site to the construction contractor, the remaining 120 households are waiting for the city to approve residential land prices.

At the meeting, leaders of Tien Lang district said that although there is no approved moving support plan, up to now, units with technical infrastructure have been moving works (electricity, telecommunications, water supply) to create a clean site according to the requirements of the construction unit.
On the Vinh Bao district side, the route from Han Bridge to Highway 37 passes through the communes of Hoa Binh, Tam Cuong, Co Am with a total of 631 households (including 78 households with residential land, 274 households of unknown origin, 279 agricultural land and traffic safety corridor). Currently, 251/279 households related to agricultural land and traffic safety corridors have received money, while 28 households have not received money due to requests for additional support for physical land in front of their houses. The route from Dang Bridge to Highway 37, passing through Tam Da and Nhan Hoa communes with a total of 326 households, the district has approved a compensation plan for agricultural land and traffic corridors for 146/190 households; 111/146 households have received money, the remaining 35 households have not received money because the petition is for residential land.

According to local recommendations, the biggest problem currently is determining the origin of residential land of households located in traffic corridors, determining specific land prices for residential land households that have not been appraised and approved by the city...
Through field inspection and listening to reports at the working session, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh emphasized that the investment project to renovate and upgrade the road from Doan Lap intersection to Han bridge and Dang bridge was determined to be an important project, contributing to promoting socio-economic development and improving the living conditions of people in the southern districts of the city. In addition, in order to improve the capacity to serve traffic assurance and promote investment efficiency in the construction of two Han bridge and Dang bridge projects, up to this point, the implementation of the construction of access roads and connecting roads has been slow.
The Vice Chairman noted that, immediately after the inspection and working trip with localities by City Party Committee Secretary Le Van Thanh on March 20, 2019, the site clearance work has made outstanding progress, localities have seriously implemented it according to the conclusions and instructions of the City Party Secretary. However, the Vice Chairman noted that in recent times the coordination between agencies, functional units and localities has not been good, so it is necessary to strictly learn from experience.
In order for the project to be completed soon and put into operation to serve the travel needs of local people, the Permanent Vice Chairman requested that in the coming time, localities need to proactively coordinate with the Management Board and contractors to review the actual site handover and organize the signing of site handover minutes. For the premises that households have handed over, the construction contractor is requested to gather machinery, equipment and workers for immediate construction.
Regarding support for households to plant trees on traffic corridor land, support for technical infrastructure projects and approval of residential land price plans, the Vice Chairman requested the Department of Finance to urgently meet the City Valuation Council to consider submitting the Decision to the Chairman of the City People's Committee for approval before March 31, 2019.
The Vice Chairman also assigned the City People's Committee Office to coordinate with the Management Board to build a critical path for the project's progress. At the same time, during the construction process, traffic safety must be absolutely guaranteed, minimizing the impact on the lives of households surrounding the construction area. Localities continue to promote propaganda and mobilize people to relocate and dismantle architectural objects within the land of traffic corridors, and urgently hand over to construction contractors.
