In his opening speech, Chairman of the City People's Council Le Van Thanh emphasized that the City People's Council held the 9th session (extraordinary session), to quickly organize and implement the important tasks proposed by Resolution 45 of the Politburo. In particular, focusing on one of the most important urgent tasks in the coming years is to promote the construction and completion of socio-economic infrastructure in accordance with the Politburo's orientation and in accordance with the requirements posed by the city's current socio-economic situation.
According to that orientation, at this meeting, the City People's Council will consider and decide on investment policies for a number of projects and works on transport infrastructure and urban infrastructure such as: Hoa River bridge construction project (connecting Vinh Bao district, Hai Phong city with Thai Thuy district, Thai Binh province); Dinh Bridge construction project (across Kinh Thay River, connecting Thuy Nguyen district, Hai Phong city with Kinh Mon district, Hai Duong province); Quang Thanh bridge construction project (across Van Uc river, connecting An Lao district, Hai Phong city with Thanh Ha district, Hai Duong province); Road project connecting road 354 through Kien Thuy industrial park to the coastal road; Road project connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road; Ra bridge expansion construction projecto I, and a number of other transportation and urban infrastructure development projects.
The Chairman of the City People's Council affirmed that these are all projects and works with important positions, contributing to the continued improvement of the city's transport and urban infrastructure. Therefore, although the 9th Session is an extraordinary session, the content is closely related to the future development of the city. Route design speed V=80km/h; Motor vehicle lane width is 3.75m. Total expected investment is 774,067 million VND, from the city budget. Implementation period is from 2019 - 2020.
The road connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road with a total length of about 9.8km, of which the length of the old road is about 5.6km and the length of the new route is about 4.2km. Cross section from 12 - 14m, including 2-lane road surface 2x3.5m, reinforced shoulder 2x2m, curb on both sides 2x(0.5-1.5m). Soft pavement structure, high grade A1. Estimated total investment is 1,389 billion VND from the city budget. Implementation time is from 2020 - 2021.
Technical infrastructure of roads around Aeon Mall Hai Phong Commercial Center to complete the general technical infrastructure system, implementing the city's commitment to investors of Aeon Mall Hai Phong Le Chan Commercial Center Project, improving the business investment environment, attracting investors, contributing to the development of commercial service industries, socio-economic development of Le Chan district and the city. Total expected investment is 119,395 million VND, from the city budget. Implementation time is from 2020 - 2021.
Construction of a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune, Kien Thuy district, about 15.1km of road with a roadbed width of 22m, including 4 motor vehicle lanes, 3.5m x 4 wide; 2 rudimentary lanes, 2.5m x 2; 1.5m x 2 wide sidewalk and construction of works on the route and traffic safety system. Estimated total investment is 924,238 million VND, from the city budget. Implementation period is from 2019 - 2022.

Total expected investment is 398,600 million VND, from the budget of Hai Phong city and Hai Duong province. Implementation period is from 2019 - 2021.
With the Proposal for comments on the Report proposing investment policies for the investment project to expand the coastal road through Hai Phong city from Provincial Road 353 to Thai Binh bridge (Km0 - Km19+645). Accordingly, the scale of investment and expansion of the coastal road through Hai Phong city, total length of the route is about 19.645km, cross section after expansion B=24.75m (in which the BOT project invested in building road section B=12m); complete construction of the roadside drainage system; Build a traffic safety system. Total investment is 973,081 million VND, from the central and local budgets and other legal capital sources. Implementation period is from 2019 - 2022.
For Technical Infrastructure of North Song Cam Resettlement Area (phase 2). The scale of investment and construction of technical infrastructure of the resettlement area (phase 2) includes: ground leveling, internal traffic system, traffic connecting to VSIP Industrial Park, green trees; rainwater drainage system; wastewater drainage system; water supply system; power supply and lighting system; communication system on a total area of about 19.01 hectares. Total capital for project implementation is 642,106 million VND from the city budget. Implementation time is from 2020 - 2021.
Urban beautification investment project (technical infrastructure construction) at land lot 4 Tran Phu street, Ngo Quyen district and serving land auction. Investment scale includes: demolishing and renovating the sidewalk of Tran Phu street (121.1m long, Bhe = 5m) and Le Thanh Tong street (120.5m long, Bhe = 5m); New construction of 1,175 m2 of sidewalks, sidewalks, trees, and lighting. Construction of 235md of technical trench system running along the 0.7×1.5(m) pavement. Total expected investment is 70,305 million VND from the city budget. Implementation period is from 2019 - 2021.

Discussing at the hall, the delegates all agreed with the policy of implementing the construction of the above projects and all affirmed the meaning and importance of the projects. These are all urgent and key projects that meet the aspirations and expectations of voters and people of the city. The projects are all meticulously prepared, quite comprehensive and of high quality. Delegates suggested that if the above projects are approved at the meeting, the City People's Committee and relevant departments, branches and units need to speed up the progress to implement with the highest quality to bring trust and joy to the people and voters of the city. At the same time, it is recommended that the city in the following years continue to promote solutions to increase budget revenue and savingsspending sources to reserve investment resources for infrastructure to serve the city's socio-economic development.
