In his opening speech, Deputy Minister Le Tan Can stated that on April 3, 2026, the National Assembly Standing Committee issued Resolution No. 2092/NQ-UBTVQH15 on the comprehensive review of the legal normative document system (VBQPPL), and Resolution No. 2093/NQ-UBTVQH15 establishing the Steering Committee for the comprehensive review of the legal normative document system; the Steering Committee issued Decision No. 05/QD-BCD dated April 10, 2026, and Decision No. 11/QD-BCD dated August 22, 2026, on the Plan for the comprehensive review of the legal normative document system.
With a sense of urgency and responsibility, the Ministry of Finance completed 3 reports in phase 1, including 1 overall report and 2 specialized reports on private economic development and state economic development; concurrently, it issued 3 guiding documents for ministries, central and local agencies on funding and comprehensive review work.
As of June 30, 2026, the Ministry of Finance had compiled and reviewed 1,433 legal normative documents. This is a very large number of documents, which are of great importance for management and administration and directly impact many organizations and individuals.
"In particular, through the review, we will identify obstacles and bottlenecks; based on that, we will amend and improve the document system, ensuring the principles of consistency, feasibility, simplification, and convenience for organizations and individuals, contributing to achieving the goal of double-digit economic growth," said Deputy Minister Le Tan Can.
The Ministry of Finance plans to focus on processing most of the documents under the authority of the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister in the 2026 - 2027 period. Documents under ministerial authority will be processed this year.
In particular, the Deputy Minister stated that the Ministry of Finance determined: "not to wait until the official review results are available at the end of the year to process," but to proactively use the preliminary review results immediately as input data in the process of drafting and amending laws.

To date, about 40% of the documents needing processing have been proactively incorporated into the amendment process. At the extraordinary session of the National Assembly in August 2026, the Ministry of Finance submitted to the Government for submission to the National Assembly for approval 2 laws and 2 resolutions to address immediate difficulties identified through the review. Many other contents have also been processed through newly issued resolutions and decisions of the Government and the Prime Minister.
To finalize the official report, the Deputy Minister requested delegates to uphold their sense of responsibility, engage in "frank and substantive" discussions, especially regarding the content and method of review; and concurrently propose specific implementation plans and issues that need further processing.
"The clearer we identify the major difficulties and obstacles that need to be removed related to the financial sector and the implementing units, the more synchronously and effectively we will implement when participating in drafting, amending, supplementing, and issuing new regulations," the Deputy Minister emphasized.
Presenting the central report, Mr. Nguyen Minh Phuong, Deputy Director of the Legal Department (Ministry of Finance), stated that the Ministry of Finance had organized a thorough understanding for all leaders and civil servants and directed the review according to the plan, ensuring quality. The Ministry also sought opinions from relevant ministries, sectors, localities, associations, businesses, organizations, individuals, and some experienced experts in the financial sector.
Based on the results of reviewing 1,433 legal normative documents, the Ministry of Finance plans to propose the repeal of approximately 260 documents to serve the reorganization of the apparatus; cut and simplify administrative procedures, business investment conditions; and process documents or guidelines that are no longer appropriate.
Currently, the Ministry is submitting 2 circulars, including 1 circular repealing 57 documents in the financial sector and 1 circular repealing more than 30 previous joint circulars issued by the Ministry of Finance in coordination with other ministries, departments, and sectors.
Concurrently, approximately 270 legal normative documents are expected to be proposed for amendment to institutionalize the Party's and State's guidelines and policies; promote growth, control inflation, stabilize the macroeconomy; and cut administrative procedures and business investment conditions.

Mr. Nguyen Minh Phuong clearly stated 6 review criteria, including: the level of conformity with the Party's guidelines and policies; the constitutionality, legality, and synchronicity of the document system; compatibility with international treaties; the ability to cut and simplify administrative procedures and business investment conditions; identifying unclear, ambiguous, unreasonable, or impractical regulations; and identifying contents and areas that need additional legal regulations for adjustment.
The review results according to these 6 criteria show that approximately 147 documents need to be processed to ensure conformity with the Party's guidelines and policies; 346 documents need to be processed regarding legality, constitutionality, and consistency; 7 documents relate to compatibility with international treaties; and 46 documents need to be processed to cut and simplify business conditions and administrative procedures.
In addition, approximately 111 documents contain unclear, ambiguous, unreasonable, or impractical regulations. Through the review, the Ministry of Finance also identified 23 contents that need additional legal regulations, which are expected to be included in 13 legal normative documents.
Regarding the roadmap, in 2026, the Ministry of Finance plans to process approximately 97 documents from the Prime Minister's decision level upwards. In 2027, the Ministry will continue to process approximately 56 government decrees and Prime Minister's decisions.
According to Mr. Nguyen Minh Phuong, from June 30 to the time of the workshop, the Ministry of Finance had processed 10 decrees and 1 decision of the Prime Minister. In 2026 alone, the Ministry coordinated with the Ministry of Justice to repeal 2 decrees and 18 decisions of the Prime Minister; concurrently, it developed circulars to repeal 108 ministerial-level documents.
"This is an important milestone in 'cleaning up' the document system, ensuring streamlining and adherence to the legal system's structure," affirmed Mr. Nguyen Minh Phuong.
The Ministry of Finance will continue to finalize the report, send it to the Standing Agency of the Steering Committee before September 30, and submit the official report results before November 3 for compilation and submission to competent authorities for consideration and decision.
