Pursuant to Decision No. 3389/QD-UBND dated August 24, 2026, of the City People's Committee issuing the Plan for organizing the online competition to learn about administrative reform (AR) in Hai Phong City in 2026 (hereinafter referred to as the Competition), participation in the Competition is one of the AR scoring criteria for 2026. Therefore, the Department's leadership requests all youth union members and officials of the agency to uphold their sense of responsibility and participate in the Competition to ensure all requirements are met and achieve a 100% participation rate among officials. The competition method is as follows:
Participants will answer multiple-choice questions directly on a computer or mobile device with internet access using pre-designed question software, specifically:
Participants use a computer or mobile device with internet access and access the Competition in one of the following ways:
Directly access the address: https://thicchchaiphong.hethong.vn/ to log in and participate.
Access the Hai Phong City Department of Home Affairs' Electronic Information Portal at Sở Nội vụ and select the Competition banner.
Scan the QR code below with your device's camera or the QR code scanning function on the Zalo application to access the Competition:
During the Competition, each contestant only needs to participate once using one of the three methods above.
To participate, contestants must fully and accurately provide all mandatory information as instructed by the Organizing Committee. An individual's entry will be considered invalid if the registration information is inaccurate.
On the Competition interface, participants select the "Participate" function.
Declare all mandatory information fields fully and accurately: full name, citizen identification number, email, phone number. If the declared information is incomplete, inaccurate, or inconsistent with information on valid documents, the competition result will not be recognized.
Select the correct agency or unit of employment from the pre-installed list (mandatory). The registration information is the basis for identifying participants, compiling participation rates, and awarding prizes.
In the "Competition Password" field, enter: thicchc2026.
After filling in all information, select "Participate" to start the competition.
The participant's registered information is the basis for the Competition Organizing Committee to verify information, compile results, and award prizes according to the Competition Regulations. Any changes to registration information during the Competition must be promptly reported to the Competition Organizing Committee (via the Department of Home Affairs).
Participants answer 10 multiple-choice questions within 10 minutes; for each question, select 01 correct answer from options A, B, C, D. During the test, participants can change their selected answers.
After completing the 10 multiple-choice questions, participants answer 01 prediction question about the number of people who answered all 10 questions correctly in the competition round, within 30 seconds.
An entry is only considered valid if the participant answers all questions and adheres to the specified time.
After completing the entry, select "Submit" to send the results. The system will automatically inform the participant of their multiple-choice test results (score achieved and total time to complete the test). If the participant does not select submit after the test time expires, the system will automatically end and record the entry.
The Organizing Committee will not recognize results for cases using another person's information; taking the test for someone else or having someone take it for them; illegally interfering with the software; providing inaccurate information; or engaging in acts that affect the seriousness, fairness, objectivity, and information security of the Competition.
The Organizing Committee is not responsible for objective incidents related to equipment, electricity, telecommunications, or internet connection from the participant's side; participants should proactively check their equipment and connection before taking the test.
Start: 8:00 AM on September 14, 2026;
End: 5:00 PM on October 09, 2026.
The Youth Union is assigned to coordinate with the Department Office to develop "Situations - Solutions for Administrative Reform" at the agency, to be completed before October 09, 2026.
The Youth Union and officials of the Department of Finance are requested to seriously implement the above contents. Completion is required before October 09, 2026 for the Office to synthesize and report to the Department leadership./.
