On November 1, 2023, the People's Committee of Hai Phong city issued Decision No. 3541/QD-UBND on approving the investment policy of the investment project to build a commercial housing area in the new urban area North Song Cam, in Duong Quan commune, Thuy Nguyen district, Hai Phong city with some main contents as follows:
1. Project's objective: Invest in the construction of commercial housing areas and commercial, service, educational works, technical infrastructure systems, roads, and synchronous green trees; Meet the need for housing with modern architecture and full amenities; Promote the development of commercial, service and educational business activities in Thuy Nguyen district in particular and the city in general; contributing to improving land use efficiency, urban, economic and social development of Thuy Nguyen district to quickly become Thuy Nguyen city directly under Hai Phong city.
2. Project scale:
– Area of land, water surface, and premises expected to be used: 136,512.25 m2.
– Expected construction architectural scale: Follow the detailed planning project scale 1/500 of mixed housing and service area (in plots I.4, I.12, I.13, I.21) in the new urban area North of Cam River to serve the auction of land use rights approved by the City People's Committee in Decision No. 3283/QD-UBND dated October 20, 2023, specifically:
– Build a synchronous technical infrastructure system on the land; planting trees; construction of internal roads; Build a walkway along the canal (protect stone embankment).
– Construction of 328 commercial housing units (rough construction and complete exterior facade), including: 185 townhouses, 132 semi-detached villas, 11 single villas.
– Construction of a 6-storey apartment building (social housing), in which: the 1st floor is a garage, from the 2nd to 6th floors are houses (about 286 units);
– Construction of restaurant area and wedding center; 01 preschool; 03 commercial and service buildings.
3. Investment capital of the project: 1,333,026 billion VND (one thousand three hundred thirty-three billion, zero twenty-six million VND)
Capital mobilization plan: Investor's capital source.
4. Operational term of the project: 50 years from the date the City People's Committee issued the Decision on winning the auction of land use rights to implement the Project.
5. Project implementation location: North Song Cam new urban area, in Duong Quan commune, Thuy Nguyen district, Hai Phong city; The boundary range is determined according to the Mainland Extract at scale 1:1000 No. 306a/2023-TL dated October 14, 2023 of the Technical Center for Natural Resources - Data, Information on Natural Resources and Environment, Department of Natural Resources and Environment.
6. Project implementation progress:
– Progress of capital contribution and mobilization of capital sources: According to the construction progress of works under the Project.
– Progress of basic construction and putting the project into operation: 07 years from the date the City People's Committee issued the Decision on winning the auction of land use rights to implement the Project.
7. Incentives, investment support and applicable conditions: The project is not eligible for investment incentives according to the provisions of the Investment Law and Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law.
8. Form of investor selection: Auction of land use rights according to the provisions of land law.
