(Haiphong.gov.vn) - On the morning of June 19, Ngo Quyen district held a groundbreaking ceremony for the investment project to build the District Administration - Political Center in area lot 26A of new urban area at Junction 5 - Cat Bi airport. This is a key project to celebrate the 60th Anniversary of the District's Establishment (July 5, 1961 - July 5, 2021).
Attending the groundbreaking ceremony were members of the City Party Standing Committee: Le Anh Quan, Standing Vice Chairman of the City People's Committee; Nguyen Minh Quang, Commander of the City Military Executive Committee; Dao Trong Duc, Head of the City Party Committee's Organizing Committee; together with leaders of a number of departments and functional agencies of the city.

Deployed in area lot 26A of new urban area at Junction 5 - Cat Bi airport, the investment project to build the Administrative - Political Center of Ngo Quyen district has a total area of 13,600 m2, with a total investment of more than 253 billion VND from the district and city budget. Of which, the construction area of the District Administrative and Political Center projects accounts for 10,882 m2. The green park construction area for general use is 2,718 m2.
Project items expected to invest in construction in the area include: Office building for the District Party Committee - People's Council - District People's Committee; Conference center; technical infrastructure works; auxiliary items (gates, fences, permanent houses, power stations, underground water tanks, squares, fountains, trees, lawns, flower beds...).
The project contributes to completing the regional technical and transportation infrastructure system, in accordance with the general planning of the city and district, while enhancing green space in the urban area, practically improving and enhancing the quality of life of people around the area. The project is also an architectural highlight, contributing to the urban beautification of the district in a modern and civilized direction.

Speaking at the Groundbreaking Ceremony, Mr. Dinh Minh Tuan, Chairman of the People's Committee of Ngo Quyen District, emphasized that the investment in the new construction of the District Administration - Politics Center is an urgent need and very important, this is one of the key projects of Ngo Quyen district in the 2020-2025 term.
Chairman of the District People's Committee Ngo Quyen said that the current headquarters of the District Party Committee - People's Committee - District People's Council was built a long time ago, with some items degraded and patched up, not commensurate with the speed of development. As for the District Party Committee building, it uses a structure from the French colonial period. The headquarters campus area is quite small, not meeting the transaction and working requirements of people as well as organizations, units and businesses. Many departments, divisions, and associations of the district have to be dispersed in many different locations outside the headquarters, leading to many inconveniences in handling work... The project, after being started and completed, will solve the essential needs of working facilities for departments, divisions, and units of the district.district; contributing to implementing the key tasks of the execution reform program, building a modern, professional, and effective administration, meeting the needs of best serving organizations and people who come to work with us.
Construction area of the Administrative Center – Ngo Quyen District Politics
Speaking at the Groundbreaking Ceremony, Permanent Vice Chairman of the City People's Committee Le Anh Quan affirmed that the investment project to build the Administrative and Political Center of Ngo Quyen District will be one of the projects that will make a mark for the district in this term.
The Permanent Vice Chairman expressed his joy that in recent years, Ngo Quyen district has always been one of the leading units in district and district emulation; continuously ranked among the top in administrative reform work; The economy maintains a high growth rate; The economic structure continues to shift in the right direction. Total budget revenue in the 2015-2020 period is 1.9 times higher than the 2010-2015 period, in which non-state tax collection increased sharply, reaching an average of 14%/year and is one of the districts with budget revenue of more than 1,000 billion VND/year, making an important contribution to Hai Phong's overall budget revenue results.
In order for the project to be completed on schedule, ensuring safety and quality, Permanent Vice Chairman Le Anh Quan requested that the People's Committee of Ngo Quyen District focus on directing and organizing the construction of the project in accordance with legal regulations, ensuring environmental hygiene, security, order, and minimizing the impact on the lives and activities of people in the project area. Organize project management, inspection and supervision of works to ensure quality and progress; strive to complete the project and organize the inauguration of the project in June 2023. Design consultants, supervision consultants, and construction contractors must strictly comply with the provisions of law during the project implementation process, concentrate all the best resources, and implement them correctly.g commitments in the contract to complete the project on schedule, ensuring quality, technique, aesthetics and labor safety. Relevant departments and branches actively coordinate closely and guide Ngo Quyen District People's Committee during project implementation.
