Vice Chairman of the City People's Committee Nguyen Duc Tho inspected the field at the project construction site.
(Haiphong.gov.vn) - On the afternoon of June 23, Vice Chairman of the City People's Committee Nguyen Duc Tho and representatives of leaders of relevant functional branches, units and localities inspected the progress of the implementation of the HH1 and HH2 Apartment Building Project Dong Quoc Binh, Ngo Quyen district. This is a social security project that, when completed, will meet the resettlement needs of households living in old apartments in the Dong Quoc Binh area and add additional apartments to serve other projects in the area.
Up to this point, the project has completely completed the rough construction of reinforced concrete on the 25th floor of both buildings HH1 and HH2.
According to the report of Hoang Huy Financial Services Investment Joint Stock Company, immediately after signing the BT contract, on March 17, 2020, the Company received the handover of the clean site and started construction. Up to this point, the project has completely completed the rough construction of reinforced concrete on the 25th floor of both buildings HH1 and HH2 and is carrying out the construction of reinforced concrete floor beams on the 26th floor, and at the same time carrying out finishing work such as: construction, wall plastering, construction of fire protection systems, electricity, water... It is expected that the project will be topped off (concrete poured on the 28th floor roof at the end of July 2021) and project construction will be completed in the third quarter of 2022.
The quality of the construction work is in accordance with the design documents appraised by the Ministry of Construction and the changes have been approved by the Investor, in accordance with Vietnamese construction standards, the completed value to date is estimated at about 500 billion VND.
Recommendation at the meeting, Hoang Huy Financial Services Investment Joint Stock Company requested the City People's Committee to speed up procedures and site clearance of approved land plots to thereby minimize the loan interest value of the project, and soon approve the project's progress to have a basis for making payments and borrowing commercial capital. At the same time, approve the use of provisions for material price slippage due to rising prices of supplies, materials and labor, which fluctuate beyond the control of the Investor and construction contractors.

Through field inspection and listening to reports at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized that in order for the Project to ensure compliance with the set schedule, by May 18, 2022, the project will be completed and handed over, requesting the Project Investor to focus on capacity, mobilize equipment and human resources to deploy construction tasks. During that process, the consulting unit needs to closely monitor technical and aesthetic standards to ensure safety, with priority given to fire protection systems, electrical systems, water supply systems, elevators..., the Vice Chairman noted.
Regarding the contract extension along with the issue of rising material prices, the Vice Chairman assigned the Department of Construction to preside over the proposal and report to the city; Besides, coordinate with the Department of Finance, Department of Natural Resources and Environment to submit to the city processes related to payment of BT land fund to hand over to the Investor in accordance with regulations; The Department of Finance allocates capital in accordance with the project's progress.
The Vice Chairman also requested Ngo Quyen district to urgently coordinate with Hai Phong Housing Management and Trading Company Limited to continue reviewing and completing the dossiers of households in lane 47 Le Lai that are eligible to be allocated housing (phase 1) at HH4 Dong Quoc Binh Apartment to submit to the city for approval.
