(Haiphong.gon.vn) - On the morning of June 24, under the chairmanship of Permanent Vice Chairman of the City People's Committee Le Anh Quan, the City People's Committee organized an online conference to announce the results of the assessment of the Department, Department, Sector and Local Competitiveness Index (DDCI) of Hai Phong city in 2020.

Hai Phong's strong steps and reform efforts
In his opening speech at the Conference, Permanent Vice Chairman of the City People's Committee Le Anh Quan affirmed that the assessment of DDCI is a strong step and reform effort of Hai Phong towards improving the investment and business environment and enhancing competitiveness in a comprehensive way.
The Permanent Vice Chairman emphasized that the year 2020 passed with many particularly difficult marks as the business community faced the negative impacts of the Covid-19 pandemic, however, with breakthrough and creative efforts, Hai Phong's PCI 2020 rose to 7th place out of 63 provinces and cities and ranked 2nd out of 11 provinces and cities in the Red River Delta, increasing its ranking. 3 levels compared to 2019.
According to the Permanent Vice Chairman, DDCI is a completely new perspective in the city. The results of the DDCI assessment will be one of the effective tools to provide a general picture of the investment and business environment in the city, as input for future policy assessments and improvements.
The 2020 DDCI index includes 9 indexes for departments, departments, and branches and 10 indexes for local sectors such as: market entry and licensing activities; transparency and application of information technology; the dynamism and effectiveness of the system of departments, branches, branches and localities; time costs for implementing administrative procedures and public services; unofficial costs; fair competition…
According to the published 2020 DDCI rankings, for the Department and sector level, the 03 leading units in the rankings are: Department of Agriculture and Rural Development (77.49 points); Department of Tourism (77.47 points) and Department of Health (76.87 points). At the bottom of the rankings are the Department of Science and Technology (70.09 points), the Department of Natural Resources and Environment (71.84 points) and the City Police (72.13 points).
It can be seen that the difference in scores between the top and bottom units in the first implementation of DDCI is not too large, this shows the competition and close pursuit between departments, divisions and branches. However, next year, if any Department, committee or sector has more improvements, the scores and rankings will promise to create many unexpected changes.
On the overall city level, the DDCI scores of Departments, branches and branches recorded a "good" score of 74.66 points, further confirming the general comments of businesses/cooperatives in the city in the past year.
There needs to be strong reform motivation from localities
At the district level, Bach Long Vi district has become the locality leading the 2020 DDCI rankings with 88.63 points, a good group. Standing at the bottom of the rankings is Hong Bang district with 72.12 points, a good group.
The gap between the locality at the top of the rankings and the bottom of the rankings is 16.51 points, showing a large difference in the assessment of business households and localities. Meanwhile, the score gap between localities in the "fair" group is relatively close, showing the uniformity in the general operating process in this group. However, there still needs to be stronger reform motivation from localities to rise in the rankings and enter the "good" operating group with improved scores.

Speaking at the Conference, Mr. Nguyen Hoang Long, Director of Hai Phong Department of Finance, said that DDCI Hai Phong 2020 is based on the synthesis of opinions of 2,511 enterprises, cooperatives, and business households with 1,661 samples at the Department, board, and industry level (the majority of participants are businesses, accounting for 94.28%, the remaining 5.72% are cooperatives and business households). business) and 850 local level samples.
Enterprises, cooperatives, and business households are selected for investigation using the random sampling method to ensure the representativeness of the survey sample. With scientific sampling methods and ensuring statistical principles, the results of Hai Phong DDCI still reflect the common voice of the business community, cooperatives, and business households in the city on the quality of economic management of departments, branches, branches, and localities.

Only then can the sustainability, effectiveness and efficiency of reform efforts be maintained, improving the business environment and competitiveness.
With the desire to continue to strongly improve the city's investment and business environment, concluding the Conference, Standing Vice Chairman of the City People's Committee Le Anh Quan requested Departments, branches, branches and People's Committees of districts to urgently review, analyze and study in depth the results of evaluating each component index in the DDCI Index, and develop plans to improve the quality of governance and economic management of their units. At the same time, it was said that from 2021, the city will include DDCI scores and rankings as part of the criteria for evaluating the level of work completion, associated with the responsibilities of the leader.
