(Haiphong.gov.vn) – Deputy Prime Minister Le Van Thanh has just signed Document No. 870/TTg-CN dated June 24, 2021 on behalf of the Prime Minister on investment in building a different-level intersection on National Highway 5, Hai Phong city.
Accordingly, considering the request of the People's Committee of Hai Phong city, the Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Justice, the Prime Minister agreed that the People's Committee of Hai Phong city would use the city's budget to invest in building a grade-level intersection on National Highway 5 at Km94+945.
The Prime Minister requested the People's Committee of Hai Phong city to receive opinions from the Ministry of Transport and other ministries, and deploy investment in building a different-level intersection on National Highway 5 at Km94+945 to ensure compliance with planning and legal regulations.

National Highway 5 is the lifeline transporting goods of the Northern provinces to and from Hai Phong port with a large volume of traffic, mainly container trucks and heavy trucks... Traffic congestion on the route often occurs, posing many risks of traffic safety. The cause of the above situation is partly due to the existence of level crossings on the route. The solution of using signal lights to prioritize crossing times in the direction of National Highway 5 is currently only temporary and cannot completely solve the problem of preventing congestion and reducing the risk of traffic accidents.
Currently, the City People's Committee is investing in building a connecting road from the Southern Cau Binh intersection to the intersection of Ton Duc Thang street - Mang Nuoc street - national highway 5. After the above route is completed, the intersection between Ton Duc Thang street - Mang Nuoc street - national highway 5 (Km94+945 national highway 5) will change from an intersection to an intersection 5 and in the future will become an intersection 6. After connecting to Ring Road 2 as planned, the risk of congestion and traffic accidents will increase.
To solve the above problem, the City People's Committee researched the investment project of a grade intersection with a direct overpass in the direction of Highway 5 using the city budget with a total estimated investment of about 608 billion VND. According to the provisions of the State Budget Law, Road Traffic Law and Decree No. 11 of the Government on regulations on management and protection of road traffic infrastructure, this project must be implemented by the Ministry of Transport from the Central budget. However, in order to soon resolve the situation of congestion and traffic insecurity at the intersection of Ton Duc Thang street - Mang Nuoc - National Highway 5, in March 2021, Hai Phong city proposed The Prime Minister agreed to implement the project from the local budget.
