(Haiphong.gov.vn) – On the morning of March 22, at the City Convention Center, the Ho Chi Minh National Academy of Politics in collaboration with the Vietnam Academy of Social Sciences, the Lao National Academy of Politics and Administration, the Lao National Institute of Social Sciences and the Hai Phong City Party Committee organized the international scientific conference "State management by law adapting to the integration context". international and the fourth industrial revolution in Vietnam and Laos".

Chairing the workshop was Prof. Dr. Nguyen Xuan Thang, Secretary of the Party Central Committee, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics; Associate Professor, Dr. Thongsalith Mangnomek, Member of the Party Central Committee, Secretary of the Party Committee, Director of the Lao National Academy of Politics and Administration; Prof. Dr. Nguyen Quang Thuan, Secretary of the Party Committee, President of the Vietnam Academy of Social Sciences; Dr. Sonethanou Thammavong, Member of the Party Central Committee, Secretary of the Party Committee, President of the Lao National Academy of Social Sciences; Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council.
Attending the conference were comrades: Nguyen Thi Nghia, Permanent Deputy Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Xuan Binh, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee and leaders of departments, branches, units, and scientists from Vietnam and Laos.

In his welcome speech, Prof. Dr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, thanked the delegates and scientists for attending the meaningful conference. The fourth industrial revolution appears and develops at a rapid pace in many fields such as: Internet of Things, automatic control, artificial intelligence, smart intelligence, robots, big data, new materials, open spaces... is creating profound changes in all aspects of social life, production and business, employment, and leadership methods. Therefore, through the Conference, Prof. Dr. Nguyen Xuan Thang hopes that delegates and scientists will propose solutions and initiatives, contribute to the development of each country, and promote the comprehensive friendly relationship between Vietnam and Laos.
The results obtained through the Workshop will be refined by the Organizing Committee to develop an input report, preparing documents for the 13th Congress of the Communist Party of Vietnam and the 11th Congress of the Lao People's Revolutionary Party. Prof. Dr. Nguyen Xuan Thang thanked the delegates and scientists for taking the time to attend the Conference, thanked Hai Phong city for their warm welcome and coordinated organization, and hoped the Conference would be a success.

Speaking at the Workshop, Comrade Secretary of the City Party Committee, Chairman of the City People's Council Le Van Thanh, on behalf of the Party Committee, authorities, and people of the city, warmly welcomed the delegates and scientists who returned to attend the Workshop in Hai Phong city. He emphasized that the conference topic is "State management by law adapting to the context of international integration and the fourth industrial revolution in Vietnam and Laos" which is an important content of special interest to the two Parties and States.
The Secretary of the City Party Committee informed the delegates of some outstanding results over 3 years of implementing the Resolution of the 12th Party Congress and the Resolution of the 15th Congress of the City Party Committee. In particular, recently, the city's Politburo issued Resolution No. 45 on building and developing Hai Phong city to 2030, with a vision to 2045. This is an important resolution for the city. The Politburo determined that by 2030, Hai Phong must develop into a civilized and modern city on par with typical cities in Asia with many specific targets. Along with socio-economic development, the city also focuses on improving the quality of administrative procedure reform,Apply information technology in management and administration, building electronic government at Party and government agencies in the city to ensure connectivity.
With that meaning and importance, comrade Le Van Thanh affirmed that Hai Phong city is always interested in the experiences delegates and scientists will provide at the Conference. He thanked the Organizing Committee for choosing Hai Phong as the locality to host this important international conference and wished the delegates health, happiness, success, and great success.

Associate Professor, Dr. Thongsalith Mangnomek, Director of the Lao National Academy of Politics and Administration, emphasized the important significance of the Conference for the Party, State and people of the two countries; takes place at a time when the two countries Laos and Vietnam are implementing the Resolutions of the Congress at the end of their term. Both countries have achieved great achievements in politics, economics, culture and society. In particular, the Lao People's Revolutionary Party is implementing a Resolution to improve the efficiency of state management with laws suitable to new circumstances, in order to build a clean, strong and effective state.
The organization of the Workshop between the four agencies is an important event, with the participation of scientists, officials, and management leaders of the agencies. On behalf of the Party, State, and Lao National Academy of Politics and Administration, Associate Professor Dr. Thongsalith Mangnomek requested delegates to research profound issues to contribute to promulgating guidelines and policies of the two Parties and the State to advance sustainable development. At the same time, thank Hai Phong city and the Conference Organizing Committee for their thoughtful preparations to organize the Conference. Associate Professor, Dr. Thongsalith Mangnomek wishes the friendship between Vietnam and Laos to be forever green and sustainable.


Vietnam and Laos are two countries that are in the process of industrializing and modernizing the country, proactively and actively integrating internationally. The 4.0 industrial revolution has opened up many opportunities for Vietnam and Laos to improve technology levels, production capacity and competitiveness. However, both countries will have to deal with many challenges such as: technological lag, disruption of the traditional labor market, the possibility of insecurity, information security, lack of highly qualified human resources, copyright and intellectual property infringement...
To adapt to the context of international integration and the 4.0 industrial revolution, Vietnam and Laos must innovate their state management methods by law towards an open governance based on information technology. It must be a governance system that meets the following requirements: transparency in government operations; adherence to ethical values, principles and common norms to uphold and prioritize the public interest; Accountability to the people for the State's decisions and responsibility for those decisions; participation of social actors in the process of planning, implementing policies and providing services.

At the scientific conference, delegates and scientists focused on discussing the main contents: Clarifying the requirements for state management by law in the context of the 4.0 industrial revolution and international integration; Analyze the current state of state management by law in Vietnam and Laos in all areas of social life in the context of the 4.0 industrial revolution; Propose solutions to improve the efficiency of state management with laws adapted to the context of international integration and the 4.0 industrial revolution...

Speaking at the end of the Workshop, Prof. Dr. Nguyen Quang Thuan, President of the Vietnam Academy of Social Sciences, assessed that the Workshop heard 7 presentations from delegates and scientists on different fields related to state management by law in the fields of economy, society, culture, environmental resources..., listened to 5 opinions discussed at the Workshop and received 19 presentations sent to the Workshop. The presentations are all very elaborate, going into different aspects of state management by law, especially in the 4th industrial revolution.
Through the presentations presented, Prof. Dr. Nguyen Quang Thuan affirmed that this is a meaningful conference in many fields both in theory and in profound practice for both Vietnam and Laos. The workshop emphasized the new international context, specifically international integration and how the 4th industrial revolution affects state management by law. This is a requirement that requires adjustments and changes to perfect the general legal system of each country. The two countries Vietnam - Laos are taking advantage of the achievements, while also encountering many problems caused by the 4th industrial revolution; Those are opportunities and challenges for the development of each countryState management by law requires a policy mechanism and legal system to adjust accordingly. In the coming time, the four agencies will continue to delve deeper into the contents mentioned and suggested in the Workshop. The results of the Workshop will be absorbed to make recommendations to the two Parties and the State.
Prof. Dr. Nguyen Quang Thuan, on behalf of the four agencies, thanked Hai Phong city for creating favorable conditions to organize the Workshop as well as taking the delegation to conduct field surveys in some localities, learn about new local development models, this is an important content contributing to the success of the Workshop.
