– On the afternoon of December 27, the City Confederation of Labor held a conference to summarize the activities of the Capital Support Fund for poor workers and civil servants in 2023, implementing key tasks in 2024. Comrade Nguyen Van Phiet, Vice Chairman of the City Confederation of Labor, Chairman of the Fund Management Council chaired the conference.
Delegates attending the Conference.Over the past time, the Capital Support Fund for Poor Workers and Labor Confederation of Hai Phong City has continued to promote its supporting role with the goal: Not for profit, for the jobs and lives of poor and difficult workers in the city; Promoting the role of "bridge" through capital support activities to connect and attract workers to the trade union, contributing to the development of union members and building a strong trade union. Currently, the Fund's total capital is 59.6 billion VND, an increase of 37.1 billion VND (167%) compared to the same period in 2022. Of which, charter capital is 47,533 billion VND (an increase of 30 billion VND compared to the same period in 2022). Mobilized capital is 6.66 billion VND, of which 60 million was transferred by Actionaid International in Vietnam. Outstanding debt of the Fund is 47.8 billion VND/1,927 borrowers, an increase of 522 people over the same period.last year (accounting for nearly 7% of union members in the city).
Funding activities have covered 14/15 districts (Bach Long Vi island district has not yet been deployed). In 2023 alone, there will be 186 grassroots trade unions providing first-time loans to union members, the number of people receiving first-time loans is 791/1,026 borrowers, accounting for 79%. Recovery and disbursement reached 100% of the monthly plan. Maintaining the form of collection and disbursement via bank transfer promotes efficiency, ensures quick capital recovery, minimizes risks, and saves a lot of costs. Through inspection and supervision of loan customers, it has been shown that most employees receive loans from the Fund (capital of about 30 million - 50 million VND/person) mainly to invest in livestock farming, production and business, small services... creating jobs to increase income for themselves and others.families from 1 - 3 million VND/month, especially some union members have an additional income of 5 - 6 million VND/month. Thereby, helping to improve the income and quality of family life of union members, creating trust and attachment of union members to the trade union organization.
Comrade Tran Thi Nhi - Director of the Fund for Supporting Poor Workers' Fund, information on the results of activities 2023.2024 is the first year to implement the Resolution of the 13th Congress of the Vietnam Trade Union, the 16th Congress of the City Trade Union and the 10th Anniversary of the Establishment of the Capital Support Fund. The capital fund focuses on building capacity, organization, people, technology, facilities policies and strict, safe and effective management of existing resources for customer development; Effectively deploy emergency loan products; Celebrated the 10th anniversary of the establishment of the Capital Support Fund for Poor Workers. At the same time, innovate professional training and propaganda about the Fund's activities for collaborators at all trade union levels; Thoroughly grasp customers (members) of the Grassroots Trade Union to grasp the rights, benefits, and responsibilities when participating in loans from the Capital Support Fund; Advise on management solutions to use National Employment Fund capital to achieve good results.
