– On December 27, at the Hai Phong City Convention Center, the Ministry of Foreign Affairs - State Committee for Overseas Vietnamese and Hai Phong City People's Committee jointly organized the Conference to promote overseas Vietnamese resources, connecting localities and businesses.

Deputy Prime Minister Tran Luu Quang requested that domestic authorities recognize and absorb the Enthusiastic comments and contributions from overseas Vietnamese with a true spirit of inquiry.

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang emphasized: in the context of the world's economic and political situation continuing to develop in a complicated manner, under the wise and timely leadership of the Party and the drastic participation of all levels, sectors, and localities, with the solidarity and efforts of the entire nation, our country continues to achieve many great achievements. To achieve those important results, it is impossible not to mention the valuable contributions of the Vietnamese community abroad. Over the past years, despite facing many difficulties and pressures, the Vietnamese community abroad, with its tradition of suffering, bravery and the will to rise, has strived to overcome difficulties, seize opportunities and continuously grow both physically and mentally.quantity and quality. Not only contributing to the socio-economic development of the place where they live, overseas Vietnamese always look towards their homeland, contributing to the country in many different forms, from knowledge, management experience to material resources.

The Deputy Prime Minister highly appreciated the initiative of the Ministry of Foreign Affairs and the People's Committee of Hai Phong city in organizing the conference, especially in the context that the whole country is making outstanding efforts and determination to successfully implement the goals set out in the Resolution of the 13th National Party Congress. The Deputy Prime Minister said that the theme of the conference: "connecting overseas Vietnamese with localities and businesses" and discussions on green investment, human resource development, and appropriate supply chain development. consistent with the Government's current priorities, and are also areas in which our overseas Vietnamese have international experience and knowledge, can advise authorities and have specific cooperation projects with localities and domestic businesses. In his welcome speech, Secretary of the Hai Phong Party Committee Le Tien Chau emphasized: Hai Phong has a strategic position in politics, economics, defense and security, is the main gateway to the sea of ​​the Northern provinces, an important traffic hub in the economic development of the North and the whole country. In recent years, despite being significantly affected by the general difficulties of the world and domestic economy, Hai Phong city has still maintained its growth momentum, and the investment and business environment has improved strongly. That result is thanks to the support and assistance of the Central Government; the city's efforts, including the very important contributions of the Hai Phong community abroad. Currently, Hai Phong has nearly 50,000 people of Hai Phong origin residing in 56 countries and territories.in the world. Hai Phong City always pays a lot of attention to the work of overseas Vietnamese, promulgating mechanisms and policies to attract resources from overseas Vietnamese in general and overseas Hai Phong people in particular to participate in the process of building and developing the city. Every year, the city organizes a program to meet overseas Vietnamese and relatives on the occasion of the beginning of the new year; Organize direct and online meetings with representatives of leaders of associations of Hai Phong people abroad and typical overseas Vietnamese; Implement a survey project on Hai Phong people residing abroad; Organizing overseas Vietnamese delegations to participate in the city's cultural and political events... Thanks to that, the value of remittances in the period 2016 - 2020 reached1.61 billion USD, an increase of nearly 70% compared to the period 2011 - 2015. In particular, in 2019, the amount of remittances sent reached 409 million USD (about 9,000 billion), equivalent to 1/3 of the city's total domestic revenue budget in the same year. In the period 2021 - 2022, although there is a huge impact from the COVID-19 pandemic, the value of remittances sent to Hai Phong still reaches 401 million USD; by 2023, it is estimated to reach 309 million USD. In addition, there are other material and spiritual values ​​that overseas Vietnamese bring to the city through supporting their families in economic development, business investment, and improving living standards. Most people actively and regularly participate in humanitarian and charitable activities, especially on the occasion of major holidays and the nation's traditional New Year. City leaders believe and hope that the overseas Hai Phong community continues to promote the spirit of solidarity, dynamism, and creativity to join hands and contribute to building and developing the city within their abilities and resources; Participate in supporting domestic agencies, units and businesses to organize trade promotion conferences, connect businesses to exchange experiences, transfer advanced technology, and act as a bridge to bring Vietnamese goods to the international market. The city always welcomes its children to return with their emotions, ambitions, aspirations, ideas and resources to contribute to the city in all fields, especially key areas such as innovation, research and development, transfer of experience and technology; chudigital transformation, new material technology... so that Hai Phong city has a green, circular economy, becoming an international city in the near future. At the same time, the city also wants each overseas businessman and intellectual to act as a "messenger" to promote to international friends the city's dynamic investment environment, the land, culture, and warm and hospitable people of Hai Phong.

Deputy Minister of Foreign Affairs Le Thi Thu Hang emphasized: A series of guidelines and policies are supported by the Party and State. adopted by the country, with the spirit of "overseas Vietnamese are an integral part and a resource of the Vietnamese ethnic community".

Deputy Minister of Foreign Affairs Le Thi Thu Hang said: from 2.7 million people in 2003, the Vietnamese community abroad now has about 6 million people, with a fast growth rate (about 5%/year), wide coverage (overseas Vietnamese currently live in more than 130 countries and territories, of which, over 80% are in developed countries). This is a very important resource that directly contributes to the construction and development of the homeland and the country. These are intellectual resources, science and technology, and high quality human resources; are labor resources and  economic resources. According to statistics by the end of 2022, overseas Vietnamese from 35 countries and territories have invested in 385 FDI ​​projects in 42/63 provinces and cities in Vietnam with a total registered capital of 1.72 billion USD, contributing to promoting development.socio-economic development, creating jobs for local workers and increasing tax revenue for the state budget. The amount of remittances sent home from 1993 (the first year of remittance statistics) to 2022 will reach over 190 billion USD, nearly equal to the disbursed FDI capital in the same period. The Deputy Minister of Foreign Affairs emphasized that our Party and State always value and appreciate the contributions of the Vietnamese community abroad. A series of guidelines and policies have been adopted by the Party and State, with the spirit of "overseas Vietnamese are an integral part and a resource of the Vietnamese ethnic community". The Party and State always take care of, support and create favorable conditions for overseas Vietnamese to stabilize their lives in the host country and contribute to their homeland, country and society.always want people to actively look towards the country and contribute to building the homeland.

Deputy Head of Hai Phong Economic Zone Management Board Bui Ngoc Hai emphasized on development goals green and sustainable of Hai Phong, especially the development of ecological industrial parks.

At the conference, 3 thematic discussion sessions took place on "Green Investment", "Human Resource Development" and "Supply Chain Development". Participating in the discussion on "Green Investment", Deputy Head of Hai Phong Economic Zone Management Board Bui Ngoc Hai emphasized Hai Phong's green and sustainable development goals, especially the development of ecological industrial parks; Attracting green investment, considering this as one of Hai Phong's sustainable development goals, is an inevitable trend.
