– On the morning of December 27, at the Viet Tiep Friendship Labor Cultural Palace, the 2023 Hai Phong City Digital Transformation Forum with the theme "Creating digital data - Foundation for socio-economic development" was officially opened.

Vice Chairman of the City People's Committee Hoang Minh Cuong spoke at the opening of the Forum.In his opening speech at the Forum, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized: 2023 is the second year the city continues to choose the theme "Promoting urban embellishment and modernization - Building model new rural areas - Implementing digital transformation", this affirms the determination of the City Party Committee, People's Council, and People's Committee of Hai Phong city towards digital transformation. Accordingly, the city has issued Plan 12/KH-UBND on digital transformation, including a total of 75 tasks assigned to 28 units with a total regular budget of nearly 400 billion VND. The assigned tasks focus on digitizing and developing specialized data to support management, administration, and administrative procedures; move towards building a shared data warehouse and open data portal.
Vice Chairman Hoang Minh Cuong stated that with those efforts, the city has achieved many important results in digital transformation, up to now 100% of online public services have reached level 4 (more than 1,700 services). In 2023, more than 956,000 online applications will be processed, accounting for 90.7% of the total number of applications, increasing very quickly from 20% in 2021, 60.2% in 2022; The online payment rate accounts for up to 50%; The proportion of ICT/GRDP digital economic growth is estimated at 24.5%, ranking 4/63 provinces.
Display and introduction of digital transformation achievements in industries and localities.Hai Phong is also the leading locality in the country in successfully implementing a number of fields that the Government chose as pilot cities such as building population data, electronic invoices, and renewing driver's licenses. 100% of hospitals have deployed management software and linked data with social insurance. More than 2.6 million civil status data have been completed, reaching 90%. E-commerce has connected 250 agricultural product codes and 179 OCOP products. Seaports and logistics are in the process of testing data connection between port authorities, customs and businesses...
The goal in 2024 and 2025, Hai Phong will focus on implementing analytical solutions to help optimize resources and support management and operations. The city also wants to cooperate with businesses to offer new solutions and value-added service models, creating new economic development spaces based on data. The city can build a digital transformation strategy until 2030, form a district-level digital transformation model, and develop a digital government and smart urban platform.
